In dit Cahier staat politie en politiewerk in rurale gebieden centraal. In hoeverre is de politie op het platteland anders dan de politie in de grootstedelijke context? In hoeverre verschillen de problemen die zich voordoen in de stad en op het platteland? Welke culturele aspecten spelen een rol bij de sfeer en werkopvattingen bij de rurale politie ten opzichte van politie in de stad? Dit Cahier maakt een vergelijking tussen de Nederlandse en Belgische situatie. In Nederland wordt het beeld van politie en politiewerk overwegend bepaald door de politie in grootstedelijke context. Dit komt onder meer tot uiting in de beschikbare middelen voor de politie die vooral naar de stedelijke gebieden zijn gegaan, met de sluiting van lokale politiebureaus en het terugtrekken van de politie in de plattelandsgemeenten tot gevolg. Daarnaast is de organisatie van de Nationale Politie sterk geënt op stedelijke kernen. Het gaat hierbij bovendien om werkwijzen en standaarden die vaak meer passen bij de grootstedelijke aanpak en problematiek dan bij die van de dorpen en het buitengebied. De politie in België, daarentegen, heeft een fijnmazigere organisatievorm, met verschillende politiezones. Hoe groot zijn de verschillen tussen de lokale politiekorpsen in ruraal gebied enerzijds en in stedelijk gebied anderzijds? In hoeverre wordt het politiewerk in deels verstedelijkte en deels rurale gebieden beïnvloed door de stedelijke context? Kan ook in België gesproken worden van een gelijkstelling van rurale politie en stedelijke politie?

De studie van de politierol in onze samenleving wordt gekenmerkt door discussies die één van de meest fundamentele actoren vergeet, namelijk de burger. Verschillende onderzoeken toonden echter aan dat het de burger is die de politie in belangrijke mate aanstuurt. In dit onderzoek wordt de rol gedefinieerd als een bundel van verwachtingen die burger hebben over de politie. Deze sociologische roldefiniëring impliceert dat verwachtingen erg verweven zijn met betekenissen die burgers geven aan de politie. Er wordt een multi-methodologisch design gehanteerd. Ter voorbereiding van dit onderzoek werd gedurende 8 maanden een participerende observatie gedaan in twee lokale politiekorpsen. De centrale onderzoeksmethode bestond uit het interviewen (met vignetten, open en gesloten vragen en beeldmateriaal) van 120 burgers van verschillende leeftijden die wonen in een ruraal of urbaan gebied.
