Given Australia’s lack of energy security strategy, it is not surprising that the country is void of institutional knowledge and know-how of Russian foreign energy strategy. The ‘lucky country’ as it were, relies entirely on sea-lines of communication to the north to supply fuel and to export Australian coal and natural gas. Australia has entered the 2020s as the world’s largest liquefied natural gas (LNG) exporter; however, maintaining complacency in Canberra’s current export activities will ultimately lead to a long-term security crisis. This book critically examines Russian energy strategy in the Asia-Pacific, with a view to determining the security implications for Australia. Russia is important for global energy security chains because of its vast resource wealth and its geographical position – a pivotal position to supply both the European and Asian markets. Australia has no such luxury, geographically constrained as an island continent; it relies on the nearby Asia-Pacific import market to demand our energy and to facilitate the delivery of our national oil supplies. Understanding Russian foreign energy strategy in the region is crucial given the growing energy requirements in Australia’s emerging Asia-Pacific arena.

Can the United States find ways to cooperate with China or Russia in the Indo-Pacific, either to temper geopolitical rivalry or as a strategy to use cooperation with one of the two countries as an advantage against the other? Using official U.S., Chinese, and Russian policy documents, leadership statements, and other sources, the authors of this report assess the prospects for great power cooperation on seven issues: securing a free and open Indo-Pacific, ensuring the defense of key allies and partners, expanding cooperation with new partners in Southeast Asia, ensuring peace in the Taiwan Strait, achieving the denuclearization of North Korea, countering terrorism, and deepening U.S. geostrategic ties with India. The authors find that, because of the divergence in the three countries' strategic views and policy goals, there is little room for U.S. cooperation with China or Russia in the Indo-Pacific. This implies that cooperation in order to tamp down competitive pressures or to drive wedges between Beijing and Moscow is an unpromising approach to managing ties or competition with these great powers. Instead, the United States will be better off focusing on preparations for long-term competition than striving to turn Beijing and Moscow against each other. This research was completed in September 2020, before the February 2022 Russian invasion of Ukraine and before the U.S. military withdrawal from Afghanistan in August 2021. It has not been subsequently revised.

Russia, on the other hand, will remain in conflict with the USA unless it accedes to globalist interests, while plutocrats such as George Soros and globalist advisers such as Kissinger and Brzezinski regard China as an essential component of a 'new world order'. The crucial role of India is considered. The military confrontations of Vietnam, Russia and India with China are placed in the context of present developments, along with ongoing disputes with Japan, the Philippines and others. The conclusion is that Chinese and US hegemonic interests are detrimental to the cultural, social, economic and political well-being of the region, and that a new alliance of nations, based around an Indo-Russian axis, is the only option for resisting the subordination of the region by the USA and China.

In 2012, Russia assumes the Chairmanship of APEC, and is keen to build on its memberships of both East Asia Summit (EAS) and the Asia-Europe Meeting (ASEM).
