This article provides an in-depth analysis of Russia's post-crisis growth, with a view to understanding the prospects for its continuation. It examines in detail the chief drivers of growth, as well as the main developments and policies that have been underlying it. A key finding is that the role of the oil sector, and particularly privately owned oil companies, has been vastly more important in driving economic growth from 2001 to 2004 than thus far recognised. The oil sector's contribution to growth has hitherto been severely underestimated because official data do not account for transfer pricing and thus fail to fully reflect the importance of the hydrocarbon sector in the Russian economy. In the light of this finding, this article also assesses the economic impact of the "Yukos affair." Looking forward, it is reasoned that - given its economic structure - Russia is bound to remain a heavily resource-dependent economy for some time to come. The article further argues that, given good macroeconomic management and the avoidance of gross policy errors, Russia could realistically hope to sustain high growth rates over the medium term. However, given current tendencies for greater state involvement in key sectors of the economy, such an outcome is not by any means guaranteed.

This paper provides an in depth analysis of Russia's recent growth, with a view to understanding the prospects for its continuation. This book presents theoretical and empirical investigation of economic growth in Russia. The sharp decline in the national production that Russia endured in the 1990s, linked directly to the exhausting and ill-planned transition from the planned economy to the market economy, resulted in Russia plunging into the poverty trap. Although a productivity slowdown of the global economy was observed before 2008, it was the 2008 crisis that stimulated studies on its origins. Recent literature suggests inefficient investments in machinery, human capital and organizational processes. This includes skill mismatches and a lack of technology diffusion from advanced to laggard industries and firms. To what extent is this global view helpful in understanding recent productivity slowdown of the Russian economy?The present study reports that at least some of these origins can be observed in Russia. Using conventional industry growth accounting, it compares the pre- and post-crisis sources of growth in the Russian economy. Specifically, it represents aggregate labour productivity growth as the sum of capital deepening and total factor productivity (TFP) growth in industries, and the contribution of labour reallocation between industries. It shows that the stagnation of 2008-2014 is more an outcome of the TFP slowdown and a deterioration of the allocation of labour rather than a lack of capital inputs. The TFP slowdown started in Russia a few years before the crisis, as in other major global economies, such as OECD countries, China and Brazil. Russia demonstrated relatively stable capital deepening makes the Russian pattern similar to resource abundant Australia and Canada. Next, the contribution of information and communication capital to labour productivity growth in Russia after 2008 declined, which could have hampered technology diffusion. Finally the structure of the flow of capital services in Russia changed after 2008. Before the crisis the contribution of machinery and equipment dominated, while after the crisis construction provided the most capital inputs.

This article is devoted to the search for a solution to overcoming the consequences of the global financial and economic crisis and the development of a post-crisis global economy. The purpose of this article is to determine perspectives and directions for the development of new growth poles in a post-crisis global economy and to develop tools for overcoming the consequences of the crisis and facilitating the global economic system entry into a new level of economic growth. The article uses the proprietary methodology for the calculation of “underdevelopment whirlpools,” which analyzes the dynamics of economic growth of the most prominent countries in this group and their ability to overcome “underdevelopment whirlpools” and transform into new growth poles for the global economy following the global financial crisis. The use of calculation tools for “underdevelopment whirlpools” determines the prospective of developing countries' transformation into new growth poles in a post-crisis global economy. China, Japan, Brazil, Russia, and India are such poles at present, and they will strengthen their positions in the near future. For this, the research offers the following perspective and directions for the development of new growth poles in a post-crisis global economy for the increase in rates and quality (stability and sustainability) of economic growth: an emphasis on the real sector development of the economy, realization of transnational cluster initiatives, and active creation and implementation of innovations into production. As tools for overcoming the consequences of the crisis and the global economic system entering a new level of economic growth, the author developed the mechanism of post-crisis global economy development.
