The book explores developments in Russia-China relations in the aftermath of the global economic crisis, arguing that the crisis transformed their bilateral affairs, regional liaisons and, crucially, altered the roles both states play on the international arena. Discussing how Russo-Chinese cooperation has accelerated in energy trade, arms sales and in the Russian Far East, the focus is on how the still mutually advantageous relationship has become more asymmetric than ever, reflecting China’s meteoric rise and Russia’s decline. These dynamics are explored through three perspectives: domestic, regional and global. Domestically, the book traces the role of political coalitions and key interest groups involved in how the two states shape their reciprocal policies. Changes in the regional dimension are examined with particular reference to a new status quo emerging in Central Asia. The book concludes by explaining how the changing relationship is affecting the international order, including the balance of power vis-à-vis the United States as well as Russia and China’s changing attitudes towards global governance.

China and Russia have grown progressively closer over the last two decades, yielding a China-Russia “axis” uniquely capable of challenging the United States and of revising key aspects of the international order. Although the scholarly literature has offered detailed descriptions and various ad hoc explanations of this trend, the Sino-Russian bilateral relationship has been the subject of very little scrutiny using rigorous theory, which has precluded the formation of logically coherent and empirically supported explanations for increasing China-Russia cooperation. Moreover, the cooperative post-Cold War trend in the bilateral relationship is puzzling for each of the major paradigms of international relations theory: realism, constructivism and liberalism. This volume brings together leading IR scholars from various theoretical perspectives, as well as theoretically-informed experts in Chinese and Russian foreign policy. The chapters develop and apply nuanced theoretical arguments to derive testable hypotheses for the cooperative trend in China-Russia relations. In contrast to existing scholarship, the book offers generalizable insights that both improve our understanding of a crucially important contemporary case, while also advancing IR theory in substantial ways.

Great power competition is back on the world stage, and today’s international system is home to regional influences on great power relations that cannot be ignored. The United States’ unipolar moment is long over, and China’s hegemonic ambitions find expression in a comprehensive global competition with the US that plays out across multiple spheres of world politics. The US-China rivalry can be felt in geostrategic, economic, governance, diplomacy, intelligence, and technological spheres, to name a few. Most accounts of China-US relations in the context of great power conflict emphasize the many ways in which this rivalry has a ripple effect across the globe, with an impact upon the relations and interests of smaller powers. And while these effects are considerable and important, this book contends that attention must also be paid to the ways in which smaller, regional states have the potential to shape this great power rivalry. Put simply, great powers both shape, and are shaped by, smaller states. Any understanding of contemporary great power relations between the US and China requires both a top down, but also a bottom up consideration of the interplay between great powers and regional ones. Often the interests of regional powers are rooted in domestic considerations such as their identities and national interests, and these influences transcend borders and often have an impact upon the great powers. This book considers these smaller, regional actors and attempts to measure the extent to which they influence the US-China rivalry. For this study, constructivist theory, which prioritizes the agency that regional powers enjoy, is loosely used as a tool to enable a more robust and comprehensive understanding of the influences on the contemporary great power relationship. Each of the book’s chapters represents a region, or part of a region, that enjoys a considerable impact upon US-China relations.

This book explores the concept and practice of resilience that has generated much debate among both scholars and practitioners. The contributions propose a new understanding of resilience, both as a quality and a way of thinking, taking it to the level of ‘the person’ and ‘the local’, to argue that a more sustainable way to govern the world today is bottom-up and inside-out. Engendering resilience today, in the highly volatile and uncertain world hit by crises, pandemic and diminishing control, becomes a priority as never before. This book develops a more comprehensive view of resilience by looking at it both as a quality of the system and a way of thinking inherent to ‘the local’ that cannot be engineered from the outside. It is argued in this volume that in some cases the level of ‘the person’, especially the person’s sense of what constitutes a ‘good life’, may be the most appropriate focus for understanding change and strategic adaptation in response to it. This understanding widens the scope of discussion from what makes an entity, system or person more adaptable, to how one can best govern today to establish a stable equilibrium between the global and the local, the external and the internal, and become more responsive to the challenges and changes of today’s highly uncertain world.
