This book examines the contention that current US-Russia relations have descended into a ‘New Cold War’. It examines four key dimensions of the original Cold War, the structural, the ideological, the psychological, and the technological, and argues that the current US-Russia relationship bears little resemblance to the Cold War. Presently, the international system is transitioning towards multipolarity, with Russia a declining power, while current ideological differences and threat perceptions are neither as rigid nor as bleak as they once were. Ultimately, when the four dimensions of analysis are weighed in unison, this work argues that the claim of a New Cold War is a hyperbolic assessment of US-Russia relations.

China and Russia have grown progressively closer over the last two decades, yielding a China-Russia “axis” uniquely capable of challenging the United States and of revising key aspects of the international order. Although the scholarly literature has offered detailed descriptions and various ad hoc explanations of this trend, the Sino-Russian bilateral relationship has been the subject of very little scrutiny using rigorous theory, which has precluded the formation of logically coherent and empirically supported explanations for increasing China-Russia cooperation. Moreover, the cooperative post-Cold War trend in the bilateral relationship is puzzling for each of the major paradigms of international relations theory: realism, constructivism and liberalism. This volume brings together leading IR scholars from various theoretical perspectives, as well as theoretically-informed experts in Chinese and Russian foreign policy. The chapters develop and apply nuanced theoretical arguments to derive testable hypotheses for the cooperative trend in China-Russia relations. In contrast to existing scholarship, the book offers generalizable insights that both improve our understanding of a crucially important contemporary case, while also advancing IR theory in substantial ways.

The book explores developments in Russia-China relations in the aftermath of the global economic crisis, arguing that the crisis transformed their bilateral affairs, regional liaisons and, crucially, altered the roles both states play on the international arena. Discussing how Russo-Chinese cooperation has accelerated in energy trade, arms sales and in the Russian Far East, the focus is on how the still mutually advantageous relationship has become more asymmetric than ever, reflecting China’s meteoric rise and Russia’s decline. These dynamics are explored through three perspectives: domestic, regional and global. Domestically, the book traces the role of political coalitions and key interest groups involved in how the two states shape their reciprocal policies. Changes in the regional dimension are examined with particular reference to a new status quo emerging in Central Asia. Post-Cold War China-Russia strategic cooperation has displayed significant development and become an increasingly important factor in contemporary international politics. However, there has been no theory-grounded framework and corresponding measurements that would allow an accurate and systematic assessment of the level of China-Russia alignment and its progress over time. How closely aligned are China and Russia? How to define and measure strategic alignments between states? This book bridges area studies and International Relations literature to develop a set of objective criteria to measure and explain the development of strategic alignment in post-Cold War China-Russia relations. It establishes that on a range of criteria, China-Russia alignment is moving towards a full-fledged alliance. It is solid and comprehensive and continues to show a consistent incremental upward trend. There are strong structural incentives for furthering the China-Russia alignment, and there is little that might hinder the effective functioning of a China-Russia alliance. The alignment framework developed in the book can be applied to other cases of interstate strategic cooperation to facilitate comparisons between different strategic alignments.
