China and Russia have grown progressively closer over the last two decades, yielding a China-Russia “axis” uniquely capable of challenging the United States and of revising key aspects of the international order. Although the scholarly literature has offered detailed descriptions and various ad hoc explanations of this trend, the Sino-Russian bilateral relationship has been the subject of very little scrutiny using rigorous theory, which has precluded the formation of logically coherent and empirically supported explanations for increasing China-Russia cooperation. Moreover, the cooperative post-Cold War trend in the bilateral relationship is puzzling for each of the major paradigms of international relations theory: realism, constructivism and liberalism. This volume brings together leading IR scholars from various theoretical perspectives, as well as theoretically-informed experts in Chinese and Russian foreign policy. The chapters develop and apply nuanced theoretical arguments to derive testable hypotheses for the cooperative trend in China-Russia relations. In contrast to existing scholarship, the book offers generalizable insights that both improve our understanding of a crucially important contemporary case, while also advancing IR theory in substantial ways.

This book depicts the sophisticated relationship between Russia and China as a pragmatic one, a political “marriage of convenience”. Yet at the same time the relationship is stable, and will remain so. After all, bilateral relations are usually based on pragmatic interests and the pursuit of these interests is the very essence of foreign policy. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations. Realistically, throughout this period China achieved a multidimensional advantage over Russia. Yet, simultaneously Russia-China relations do not follow the patterns of power politics. Beijing knows its limits and does not go into extremes. Rather, China successfully seeks to build a longterm, stable relationship based on Chinese terms, where both sides gain, albeit China gains a little more. Russia in this agenda does not necessary lose; just gains a little less out of this asymmetric deal. Thus, a new model of bilateral relations emerges, which may be called – by paraphrasing the slogan of Chinese diplomacy – as “asymmetric win-win” formula. This model is a kind of “back to the past“ – a contemporary equivalent of the first model of Russia-China relations: the modus vivendi from the 17th century, achieved after the Nerchinsk treaty.

The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. The book explores developments in Russia-China relations in the aftermath of the global economic crisis, arguing that the crisis transformed their bilateral affairs, regional liaisons and, crucially, altered the roles both states play on the international arena. Great power competition is back on the world stage, and today’s international system is home to regional influences on great power relations that cannot be ignored. The United States’ unipolar moment is long over, and China’s hegemonic ambitions find expression in a comprehensive global competition with the US that plays out across multiple spheres of world politics. The US-China rivalry can be felt in geostrategic, economic, governance, diplomacy, intelligence, and technological spheres, to name a few. Most accounts of China-US relations in the context of great power conflict emphasize the many ways in which this rivalry has a ripple effect across the globe, with an impact upon the relations and interests of smaller powers. And while these effects are considerable and important, this book contends that attention must also be paid to the ways in which smaller, regional states have the potential to shape this great power rivalry. Put simply, great powers both shape, and are shaped by, smaller states. Any understanding of contemporary great power relations between the US and China requires both a top down, but also a bottom up consideration of the interplay between great powers and regional ones. Often the interests of regional powers are rooted in domestic considerations such as their identities and national interests, and these influences transcend borders and often have an impact upon the great powers. This book considers these smaller, regional actors and attempts to measure the extent to which they influence the US-China rivalry. For this study, constructivist theory, which prioritizes the agency that regional powers enjoy, is loosely used as a tool to enable a more robust and comprehensive understanding of the influences on the contemporary great power relationship. Each of the book’s chapters represents a region, or part of a region, that enjoys a considerable impact upon US-China relations.
