This volume seeks to explore Russia’s perceptions of the changing international system in the twenty-first century and evaluate the determinants of Russian motives, roles and strategies towards a number of contemporary regional and global issues. The book explores developments in Russia-China relations in the aftermath of the global economic crisis, arguing that the crisis transformed their bilateral affairs, regional liaisons and, crucially, altered the roles both states play on the international arena. Discussing how Russo-Chinese cooperation has accelerated in energy trade, arms sales and in the Russian Far East, the focus is on how the still mutually advantageous relationship has become more asymmetric than ever, reflecting China’s meteoric rise and Russia’s decline. These dynamics are explored through three perspectives: domestic, regional and global. Russian Westernizers and Change in International Relations summarizes the Westernizing trend in Russian thought from the early nineteenth century to the present day. This book looks at Russian thinkers and politicians who have considered Western/European civilization to be superior to others and who have drawn the conclusion that Russia consequently ought to align itself with the West, rather than preserving certain traditional Russian values – and that not doing so is an impediment to political, social, and economic evolution. Within this trend of thought, the author identifies four schools – Christian Westernizers, Economic Liberals, Political Liberals, and Social State Supporters – and explores examples of each. The author compares Russian thinkers from different periods, finding contrasts and similarities within their political and historical settings and assessing their responses to their unique circumstances. He analyzes Russian Westernizers’ self‐definition and ideas of national freedom relative to those of Western nations, exploring how the West’s definition of values and institutions has changed over time. He shows how Western historical developments affected waves of Westernization and pro‐Western thinking inside Russia, arguing the importance of this being grounded in national state‐building priorities. This addition to the Elements of International Law series explores the role of international law as an integral part of the Russian legal system, with particular reference to the role of international treaties and of generally-recognized principles and norms of international law. Following a discussion of the historical place of treaties in Russian legal history and the sources of the Russian law of treaties, the book strikes new ground in exploring contemporary treaty-making in the Russian Federation by drawing upon sources not believed to have been previously used in Russian or western doctrinal writings. Special attention is devoted to investment protection treaties. The importance of publishing treaties as a condition of their application by Russian courts is explored. For the first time a detailed account is given of the constitutional history of treaty ratification in Russia, the outcome being that present constitutional practice is inconsistent with the drafting history of the relevant constitutional provisions. The volume gives attention to the role of the Russian Supreme Court in developing treaty practice through the issuance of "guiding documents" binding on lower courts, the reaction of the Russian Constitutional Court to judgments of the European Court of Human Rights, and the place of treaties as an integral part of the Russian legal system. Butler further explores the hierarchy of sources of law, together with other facets of Russian arbitral and judicial practice with respect to treaties and other sources of international law. He concludes with a consideration of the 'generally-recognized principles and norms of international law' and their role as part of the Russian system.
