A politically stable Ukraine at peace with its neighbours is essential for European security. This book is the first full-spectrum analysis of Russian and European norms of political action, ranging from international law, ethics, and strategy, to the specific norms for the use of force. In light of the 2014 occupation and annexation of Crimea by Russia, and its subsequent covert participation in the internal affairs of Ukraine, including aggressive flying and major military exercises, Russia seems to be a classical revisionist power, intent on changing the balance of power in Europe in particular. It also reaches beyond Europe, inserting itself as the key actor in the Syrian war. The book therefore considers how we should understand Russia. It also questions whether or not the West, in particular Europe, responds adequately in this delicate and dangerous new situation. The annexation has since marked a turning point in the Russian-Western relations. Russia has disrespected international laws and norms, and thereby questioned the European order. The crisis reflects a significant shift in European geopolitics. It is a symptom amongst others of the long-term development in the Russian-Western relations. The crisis has exposed how vulnerable the post-Cold War European order is. The crisis management of the Weimar Triangle and Visegrad Group has not been fruitful. Indeed, the only forum which has succeeded in keeping the Russian-Western dialogue alive has been the Organization for Security and Co-operation in Europe (OSCE). It is the largest regional security organization in the world comprising fifty-seven member states from Europe, Northern America, and Asia. The organization bases its work on the shared values of its member states and aims to promote peace, security, and democracy. Since the organization is so central to the conflict, the research question aims to explain Russia’s attitude towards the OSCE during the Ukraine crisis by asking: What was the Russian attitude towards the OSCE during the Ukraine crisis from 2013-2016? In support of the research question the paper will refer to Russia’s behavior towards other states on the former Soviet territory in order to draw parallels to the approach towards Ukraine before 2013 to establish an understanding of Russia’s general stances on the intergovernmental organization and the development of the relations.

Essay from the year 2006 in the subject Politics - Topic: Peace and Conflict, Security, grade: 62 (UK system), University of Kent, language: English, abstract: During his speech at the Security Conference in Munich in February this year, the Russian Defence Minister Ivanov emphasised that there is ‘plenty of work to be done’ concerning the relations between Russia and the European Union (EU) in the fields of security and defence policy. Further, he urged for the deepening of the dialogue between Russia and the North Atlantic Treaty Organization (NATO). A successful Europe, according to Ivanov, cannot be built without a close partnership between Russia and the European security institution. Ivanov’s speech constitutes an adequate example for efforts of the Russian Federation aimed at getting more involved into European security issues. By examining the completed NATO and EU enlargements in 1999 and 2004, the ambition of Russia to have an influential say in European security questions becomes obvious. Being confronted with enlargement processes that incorporated a former Soviet sphere of influence, the Russian Federation regards itself as being excluded. Both sides, EU/NATO and Russia currently do not consider full Russian accession to these organisations as a possible and desirable policy option in the short- and medium-term. Therefore, European security institutions are facing the problem of finding a way to cooperate with those states that do not wish or are not allowed to join these institutions. How to fit in the Russian Federation, can thus be regarded as one of the most urgent issues in European security policies. This essay will argue that the underpinnings of the security cooperation are actually very fragile and are lacking substance. In particular, the lack of a shared set of common aims, interests, and values make it difficult to develop a sustainable security partnership between Europe’s security institutions and Russia.
