Russia conducted an active measures campaign against the 2016 U.S. elections. The American public, indeed all democratic societies, need to understand that malign actors are using old techniques with new platforms to undermine democratic institutions. The efforts by Russia to discredit the U.S. and weaken the West are not new. These efforts are in fact a part of Russian, and the previous Soviet Union, intelligence efforts. The U.S. has been a target of Russian information warfare, propaganda, and cyber campaigns and still is. Russia's President, Vladimir Putin, ordered a deliberate campaign carefully constructed to undermine the 2016 elections. First, Russia struck at our political institutions by electronically breaking into the headquarters of one of our political parties and stealing vast amounts of information. Russian operatives also hacked emails to steal personal messages and other information from individuals ranging from Clinton Campaign Manager John Podesta to former Secretary of State Colin Powell. This stolen information was then weaponized. Second, Russia continually sought to diminish and undermine our trust in the American media by blurring our faith in what is true and what is not. Russian propaganda outlets like RT and Sputnik successfully produced and peddled disinformation to American audiences in pursuit of Moscow's preferred outcome. This Russian propaganda on steroids was designed to poison the national conversation in America.

Americans were largely surprised when the intelligence community revealed that Russia had launched a widespread influence operation focused on the 2016 U.S. presidential election. With their high-tech, social-media focus, these practices struck many as a newly implemented tactic against the United States. However, throughout the Cold War, the Soviet Union developed and deployed influence operations-then called "active measures"-against the United States and its allies. During the last decade of the Cold War, the United States actively and systematically combatted this threat. But with the collapse of the Soviet Union in 1991, active measures seemed to fade into history as well. This study argues that Russia has reincarnated this Cold War relic and is using active measures throughout the world to advance its strategic interests, especially in its post-Soviet space. Russia is utilizing 21st-century technology to gain access to Western populations and sow discord, distrust, and disorder. Thus, this study examines the Soviet-era active measures, the U.S. Cold War countermeasures, and Russian active measures today to make recommendations on ways to counter this form of malevolent influence. Understanding cyber operations in the 21st century is impossible without first understanding intelligence operations in the 20th century. Attributing and countering disinformation today is therefore also impossible without first understanding how the United States and its allies attributed and countered hundreds of active measures throughout the Cold War. Nobody summarized this dark art of disinformation better than Colonel Rolf Wagenbreth from the Stasi, who headed the Department X there. He said, "A powerful adversary can only be defeated through a sophisticated, methodical, careful, and shrewd effort to exploit even the smallest cracks within our enemies and within their elites." The tried and tested way of active measures is to use an adversary's existing weaknesses against himself, to drive wedges into preexisting cracks. The more polarized a society, the more vulnerable it is; and America in 2016, of course, was highly polarized, with lots of cracks to drive wedges into. But not all wedges; improved high-tech wedges that allowed the Kremlin's operatives to attack their target faster, more reactively, and at a far larger scale than ever before.
