A follow up to the hugely popular first publication of Russian Air Power in 2009, Yefim Gordon and Dmitriy Komissarov bring readers the fully updated and revised new edition. The original volume was the first comprehensive survey published on all the Russian Air Forces and was the result of Yefim Gordon's unrivalled access to information on Russian air forces. Since the first edition was published Russia has undergone a complete restructuring of its air forces. The previous edition of Russian Air Power described the Russian Air Force's post-Soviet organisation, order of battle and, to a certain extent, the types in Russian Air Force service. In the course of the 20 years that have had elapsed since the demise of the Soviet Union the Russian Air Force and Russian Naval Aviation have had repeatedly been reformed; still, the Russian government was not happy with the results. The Russian President voiced his dissatisfaction with the Air Force's performance especially strongly after the August 2008 operation in the Caucasus whose aim was to 'compel Georgia to peace'. The many reforms of the Russian aircraft industry, too, have failed to yield the desired results. Therefore, the Russian political leaders and military top brass took the decision in 2009 to launch yet another reform of the Russian Armed Forces, including the Air Force. The new Air Force organisation is to improve the control of first-line units by eliminating superfluous and inefficient links in the chain of command. In 2009 the customary air armies, air divisions and air regiments were replaced by aviation bases, each of which comprises two or three squadrons operating a single type or several types of aircraft. In the course of reorganisation a sizeable number of airbases (military airfields) were transferred to the Air Force reserve and are presently unoccupied. Many air regiments were disbanded, their personnel and aircraft being transferred to other aviation bases. Each aviation base has its unique number and is a direct reporting unit. Moreover, in late 2008 the Russian Air Force started fielding new aircraft and helicopter types. The long-awaited maiden flight of the Sukhoi T-50 (alias PAK FA) – Russia's fifth-generation fighter – took place in late January 2010. The Russian Air Force has a lot riding on this aircraft; some defence analysts believe that the T-50 outperforms the Lockheed Martin F-22 Raptor in several parameters. The Russian Navy has ordered the new MiG-29K/MiG-29KUB shipboard fighter to complement the Su-33; for the Russian Air Force's strategic arm, funding has been allocated for further work on the PAK DA, a new bomber that is to be far superior to both the Russian Tu-160 and the American B-2. The Russian Air Force in the Eyes of German Commanders by Generalleutnant a. D. Walter Schwabedissen, is one of a series of historical studies written by, or based on information supplied by, former key officers of the GAF for the United States Air Force Historical Division. The overall purpose of the series is twofold: 1) To provide the U.S. Air Force with a comprehensive and, insofar as possible, authoritative history of a major air force which suffered defeat in World War II, a history prepared by many of the principal and responsible leaders of that air force; 2) to provide a firsthand account of that air force’s unique combat in a major war, especially its fight against the forces of the Soviet Union. This series of studies therefore covers in large part virtually all phases of the Luftwaffe’s operations and organization, from its camouflaged origin in the Reichswehr, during the period of secret German rearmament following World War I, through its participation in the Spanish Civil War and its massive operations and final defeat in World War II, with particular attention to the air war on the Eastern Front. In World War II the Russian Air Force came of age. The men most vitally concerned with this, aside from the Russians themselves, were commanders in the German armed forces. The experience of these commanders, then, constitutes a unique source for information on an organization whose capabilities, both past and future, are of vital concern to the world. The chief German experience with the Russian Air Force derives from World War II. It was during this period that the Russians learned most from the Germans and the Germans learned most about the Russians. This study exploits this broad German experience. Compiled from the official records of the German Air Force and from reports written by German commanders who saw action in the Russian campaign, it documents many of the Russian Air Force’s achievements as well as its failures.

The role of Russian air power throughout the first conflict varies significantly when contrasted with that of the second. This, as will be discussed later, is primarily a result of the lessons learnt from the first conflict- which is generally conceded as a Russian operational failure since Chechnya still remained a de facto independent state following the declaration of the 'Khasavyurt Accords' resulting in a ceasefire in 1996. The second conflict on the other hand, can be considered, at least in operational terms, successful since Russia restored federal control of the territory. Defence cuts and structural problems within the Russian air force attributed to a defeat in the first conflict and a 'humiliating victory' (Haas, D.M: 2004; 1-18) in the second. Although the air force was not the only branch of the Russian military that faced defence cuts, it was perhaps arguably the most strategically indispensible in a conflict which had been suggested by the then Russian Defence Minister Pavel Grachev, as an opportunity to exhibit Russia's rapid deployment capabilities. The conclusions of both conflicts are a result of the Russian air force not being utilised effectively- or rather unable to be utilised to the extent required within a theatre of war constituted by counter insurgency combat. Nevertheless, Russian air power was used extensively and considered to be paramount in strategic discourse throughout both conflicts (Malek. M: 2009; 8-12)
