If one were to pick a single explanation for the fall of the tsarist and Soviet empires, it might well be Russia's inability to achieve a satisfactory relationship with non-Russian nationalities. Perhaps no other region demonstrates imperial Russia's "national dilemma" better than the western provinces and Kingdom of Poland, an extensive area inhabited by a diverse group of nationalities, including Poles, Jews, Ukrainians, Belorussians, Russians, and Lithuanians. Taking an in-depth look at this region during an era of intensifying national feeling, Weeks shows that the Russian government, even at the height of its empire, never came to terms with the question of nationality. Drawing upon little-known Russian and Polish archives, Weeks challenges widely held assumptions about the "national policy" of late imperial Russia and provides fresh insights into ethnicity in Russia and the former Soviet Union. He demonstrates that, rather than pursuing a plan of "russification," the tsarist government reacted to situations and failed to initiate policy. In spite of the Russians' great distrust of certain minority nationalities--especially Jews and Poles--the ruling elite was equally uncomfortable with the modern nationalism, even in its Russian form. Weeks demonstrates Russia's unwillingness (or inability) to use nationalistic policies to save the empire by examining its dilatory and contradictory actions regarding efforts to institute reforms in the western lands.

This collection of essays addresses the challenge of modern nationalism to the tsarist Russian Empire. First appearing on the empire’s western periphery this challenge, was most prevalent in twelve provinces extending from Ukrainian lands in the south to the Baltic provinces in the north, as well as to the Kingdom of Poland. At issue is whether the late Russian Empire entered World War I as a multiethnic state with many of its age-old mechanisms run by a multiethnic elite, or as a Russian state predominantly managed by ethnic Russians. The tsarist vision of prioritizing loyalty among all subjects over privileging ethnic Russians and discriminating against non-Russians faced a fundamental problem: as soon as the opportunity presented itself, non-Russians would increase their demands and become increasingly separatist. The authors found that although the imperial government did not really identify with popular Russian nationalism, it sometimes ended up implementing policies promoted by Russian nationalist proponents. Matters addressed include native language education, interconfessional rivalry, the “Jewish question,” the origins of mass tourism in the western provinces, as well as the emergence of Russian nationalist attitudes in the aftermath of the first Russian revolution.

Russian Citizenship is the first book to trace the Russian state’s citizenship policy throughout its history. Focusing on the period from the mid-nineteenth century to the consolidation of Stalin’s power in the 1930s, Eric Lohr considers whom the state counted among its citizens and whom it took pains to exclude. His research reveals that the Russian attitude toward citizenship was less xenophobic and isolationist and more similar to European attitudes than has been previously thought—until the drive toward autarky after 1914 eventually sealed the state off and set it apart. Drawing on untapped sources in the Russian police and foreign affairs archives, Lohr’s research is grounded in case studies of immigration, emigration, naturalization, and loss of citizenship among individuals and groups, including Jews, Muslims, Germans, and other minority populations. Lohr explores how reform of citizenship laws in the 1860s encouraged foreigners to immigrate and conduct business in Russia. For the next half century, citizenship policy was driven by attempts to modernize Russia through intensifying its interaction with the outside world. But growing suspicion toward non-Russian minorities, particularly Jews, led to a reversal of this openness during the First World War and to a Soviet regime that deprived whole categories of inhabitants of their citizenship rights. Lohr sees these Soviet policies as dramatically divergent from longstanding Russian traditions and suggests that in order to understand the citizenship dilemmas Russia faces today—including how to manage an influx of Chinese laborers in Siberia—we must return to pre-Stalin history.

This comparative historical sociology of the Bolshevik revolutionaries offers a reinterpretation of political radicalization in the last years of the Russian Empire. Finding that two-thirds of the Bolshevik leadership were ethnic minorities - Ukrainians, Latvians, Georgians, Jews and others - this book examines the shared experiences of assimilation and socioethnic exclusion that underlay their class universalism. It suggests that imperial policies toward the Empire's diversity radicalized class and ethnicity as intersectional experiences, creating an assimilated but excluded elite: lower-class Russians and middle-class minorities universalized particular exclusions as they disproportionately sustained the economic and political burdens of maintaining the multiethnic Russian Empire. The Bolsheviks' social identities and routes to revolutionary radicalism show especially how a class-universalist politics was appealing to those seeking secularism in response to religious tensions, a universalist politics where ethnic and geopolitical insecurities were exclusionary, and a tolerant 'imperial' imaginary where Russification and illiberal repressions were most keenly felt.

The Russian Empire presented itself to its subjects and the world as an Orthodox state, a patron and defender of Eastern Christianity. Yet the tsarist regime also lauded itself for granting religious freedoms to its many heterodox subjects, making 'religious toleration' a core attribute of the state's identity. The Tsar's Foreign Faiths shows that the resulting tensions between the autocracy's commitments to Orthodoxy and its claims to toleration became a defining feature of the empire's religious order. In this panoramic account, Paul W. Werth explores the scope and character of religious freedom for Russia's diverse non-Orthodox religions, from Lutheranism and Catholicism to Islam and Buddhism. Considering both rhetoric and practice, he examines discourses of religious toleration and the role of confessional institutions in the empire's governance. He reveals the paradoxical status of Russia's heterodox faiths as both established and 'foreign', and explains the dynamics that shaped the fate of newer conceptions of religious liberty after the mid-nineteenth century. If intellectual change and the shifting character of religious life in Russia gradually pushed the regime towards the acceptance of freedom of conscience, then statesmen's nationalist sentiments and their fears of 'politicized' religion impeded this development.
