The Institute for Justice and Reconciliation (IJR) is an independent, non-governmental organisation established in 2000 in the wake of the Truth and Reconciliation Commission (TRC), with the aims of ensuring that the lessons of South Africa's successful transition to democracy remain fundamental principles central to government and society as the country moves forward. Today, the IJR works to build fair, democratic and inclusive societies across Africa after conflict. Since 2003, the IJR's Political Analysis programme has conducted the South African Reconciliation Barometer survey: an annual national public opinion poll that measures citizen attitudes towards reconciliation, transformation and national unity in post apartheid South Africa. Change in these complex social trends is measured through six key indicators: human security, political culture, cross-cutting political relations, race relations, historical confrontation and dialogue. As one of the few dedicated social surveys on reconciliation in Africa and worldwide, the Barometer has become an important resource for encouraging national debate, informing decision-makers, developing policy and provoking new analysis and theory on reconciliation in post-conflict societies.

This study explores corruption in Rwanda and highlights the necessity of developing anti-corruption education as a way of combating corruption. In the aftermath of the genocide, the Rwandan government has attempted to use the education system in order to sustain peace and shape a new generation of Rwandans. Their hope is to create a generation focused on a unified and patriotic future rather than the ethnically divisive past. Yet, the government’s efforts to manipulate global models around citizenship, human rights, and reconciliation to serve its national goals have had mixed results, with new tensions emerging across social groups. Becoming Rwandan argues that although the Rwandan government utilizes global discourses in national policy documents, the way in which teachers and students engage with these global models distorts the intention of the government, resulting in unintended consequences and undermining a sustainable peace.

"A friend of mine asked me to accompany him to visit a young woman in her twenties named Kayitesi. At the time, in April 2007, Kayitesi lived in rural Kigali with two siblings. Kayitesi's parents and many of her relatives were killed during the genocide perpetrated against the Tutsi in Rwanda in 1994. The genocide took place in the central and eastern African country of Rwanda when radical Hutu youth militias and Hutu political elites targeted and killed the Tutsi for about three months, between April and July. The Hutus and some foreigners who protected the Tutsi or opposed the genocidal violence were also killed"--
