"Die Südafrika-Politik der Bundesrepublik Deutschland 1982 bis 1992" ist eine Dissertation, die im Januar 1993 an der Universität Hamburg eingereicht wurde. Für die Veröffentlichung wurden nur kleinere Änderungen vorgenommen. Auf eine Aktualisierung konnte verzichtet werden. Neue Aspekte in der Außenpolitik der Bundesrepublik gegenüber Südafrika hatten sich in der Zwischenzeit nicht ergeben. Die Situation in Südafrika ist nach wie vor schwierig. Mit der Festlegung des Termins für die ersten allgemeinen und freien Wahlen auf April 1994 ist der Demokratisierungsprozeß erneut einen wichtigen Schritt vorangekommen. Die Möglichkeiten einer friedlichen und demokratischen gesellschaftlichen Entwicklung sind dennoch skeptisch zu beurteilen. Der Prozeß des Wandels wird bedroht durch die schlechten wirtschaftlichen und sozialen Bedingungen für die Bevölkerungs mehrheit, die anhaltende Gewalt als militanter Ausdruck politischer Machtkämpfe und die zunehmend Gestalt annehmende, gefährliche Allianz zwischen der Inkatha Freedom Party und den konservativen, rückwärtsgewandten Kräften der weißen Minderheit. So wiegt das Erbe der Apartheid schwer für die Zukunft Südafrikas.

Namibia’s main liberation movement, the South West Af-rica People’s Organisation (SWAPO), relied heavily on outside support for its armed struggle against South Africa’s occupation of what it called South West Africa. While East Germany’s solidarity with Namibia’s struggle for national self-determination has received attention, little research has been done on West Germany’s policy towards Namibia, which must be seen in the light of inter-German rivalry. The impact of the wider realities of the Cold War on Namibia’s rocky path to independence leaves ample room for research and new interpretations. In this study Thorsten Kern shows that German division played a vital role in West Germany’s position towards Namibia during the Cold War. The two states’ deeply diverging policies, characterised in this context by competition for influence over SWAPO, were strongly affected by the Cold War rivalry between the capitalist West and the communist East. Yet ultimately, the dynamics of rapprochement helped to bring about Namibia’s independence. This book is based upon a doctoral dissertation presented to the University of Cape Town in 2016. Kern conducted research in the National Archives of Namibia and in German archives, and his work draws on interviews with contemporary witnesses.

In Africa’s Struggle for Its Art, Bénédicte Savoy brings to light this largely unknown but deeply important history. One of the world’s foremost experts on restitution and cultural heritage, Savoy investigates extensive, previously unpublished sources to reveal that the roots of the struggle extend much further back than prominent recent debates indicate, and that these efforts were covered up by myriad opponents. Shortly after 1960, when eighteen former colonies in Africa gained independence, a movement to pursue repatriation was spearheaded by African intellectual and political classes. Savoy looks at pivotal events, including the watershed speech delivered at the UN General Assembly by Zaire’s president, Mobutu Sese Seko, which started the debate regarding restitution of colonial-era assets and resulted in the first UN resolution on the subject. Im Zeitalter des Kalten Krieges und der Dekolonisierung wurden die Außenwirtschaftsbeziehungen beider deutscher Staaten vor allem durch politisch-strategische Ziele beeinflusst. Die Entstehung zweier Wirtschafts- und Militärblöcke seit Ende der 1940er Jahre wirkte sich auch auf die Außenwirtschaftsbeziehungen der Bundesrepublik und die DDR aus. Ging es Ersterer vor allem um eine Rückkehr auf den Weltmarkt in Anknüpfung an die Vorkriegszeit, so kämpfte die DDR um internationale Anerkennung und wirtschaftliche Kontakte auch außerhalb des sozialistischen Lagers. Die Staaten der „Dritten Welt" entwickelten sich sowohl für die BRD als auch für die DDR zu interessanten Wirtschaftspartnern, wobei beide im Windschatten der Führungsmächte USA und UdSSR in geostrategisch wichtigen Regionen wie dem Nahen Osten und Afrika, Indien, China und Südostasien intensive Kontakte aufnahmen, die zu einem regelrechten Wettbewerb um politischen und wirtschaftlichen Einfluss führten. In einigen Regionen stießen sie dabei in die Lücken ehemaliger Kolonialmächte und profitierten von der eigenen nicht-kolonialen Vergangenheit, so dass sie im Zuge von Internationalisierung und Entwicklungshilfe als Dekolonisierungsgewinner bezeichnet werden können.

Wahrnehmungen, Erfahrungen und Reaktionen westdeutscher evangelischer Pfarrer auf die Apartheid im südlichen Afrika. Die evangelischen Kirchen in der Bundesrepublik waren direkt am Apartheidkonflikt in Südafrika und Namibia beteiligt. Diese Mitwirkung zeigte sich in der personellen und finanziellen Unterstützung deutschsprachiger Auslandsgemeinden durch die Evangelische Kirche in Deutschland. Eine Schlüsselrolle in diesem transnationalen Beziehungsgeflecht spielten westdeutsche Geistliche, die über das Kirchliche Außenamt als "Auslandspfarrer" in die Auslandsgemeinden entsandt wurden. Angesichts der seit den späten 1960er Jahren wachsenden internationalen Proteste gegen die Apartheid geriet diese Form der Unterstützung in die Kritik. Der Umgang mit der Apartheid wurde so zu einem Grundkonflikt des Auslandsdienstes westdeutscher Pfarrer in Südafrika und Namibia. Gestritten wurde um die Einheit der Kirche über "Rassen"-Grenzen hinweg, über Begegnungen zwischen "Schwarz" und "Weiß" und um das rechte Kirchen- und Glaubensverständnis. Sebastian Justke legt offen, wie der Konflikt Fragen nach der eigenen Lebensweise und Zugehörigkeit in der letzten offen rassistischen Gesellschaft des 20. Jahrhunderts berührte.
