A la veille de la deuxième guerre mondiale, la population italienne en Tunisie est numériquement équivalente à la française : la rivalité entre les deux groupes croît depuis l'ávènement du fascisme. Pendant le conflit, la France, confrontée à la poussée nationaliste du néo-destour, doit gérer un ennemi intérieur nouveau : les italiens. Une politique de contrôle et de concentration des hommes et de leurs biens est progressivement mise sur pied par le gouvernment de Vichy, vaincu par les forces de l'Axe auxquelles l'Italie appartient. L'application du statut juif aux Italiens se heurte aux conditions pariculières de la Régence et aux interventions répétées de la commission italienne d'armistice. Comme le droit international le prescrit, le gouvernement provisoire de la France libre poursuit le processus de saisie des biens italiens. Les internements administratifs se multiplient et les mises sous séquestre des biens ennemis se généralisent. L'entreprise a pour but de renforcer l'autorité française en Tunisie. de plus en plus contestée. A la fin de la guerre, le rétablissement des communicaions permet l'expulsion des chefs de famille ennemis de la France. Les choix opérés, très approximatifs, provoquent des réactions de part et d'autre de la Méditerranée. La liquidation des biens italiens, acquise selon le traité de paix signé entre la France et l'Italie, n'aboutit pas à la nationalisation souhaitée. En revanche, elle renforce les tensions entre Européens et Tunisiens. Au début des années cinquante, l'aboutissement des revendications néodestouriennes contraint les anciens ennemis à une stratégie de solidarité qui reépond à la construction de l'Europe communautaire.
