Specific areas addressed are: the adequacy of regulations pertaining to the air tour industry, the adequacy of past corrective actions, the use of emergency equipment, and the effectiveness of the oversight and certification of air tour operators by the FAA. The NTSB has developed 11 safety recommendations to prevent future accidents and to enhance the potential for occupant survival if an accident does occur.
