Das Phänomen „Salafistische Bestrebungen“ ist seit dem Jahr 2010 Beobachtungsobjekt des Verfassungsschutzes, da erkannt wurde, dass das Gedankengut der Salafisten viele Gefahren in sich birgt. Im April 2012 machten die Salafisten durch Koranverteilungen als Propaganda-Aktion in ganz Deutschland auf sich aufmerksam. Über eine solche Eigenwerbung wurde kontrovers diskutiert, denn Korane zu verteilen ist nicht verboten. Obwohl es zweifelsfrei nicht verwerflich ist, ein Gebetsbuch kostenfrei zu verteilen, stellten sich dennoch viele Menschen die Frage, was mit dieser Verteilungsaktion bezweckt werden soll. Zum Teil wirkt eine derartige Form der Öffentlichkeitsarbeit, nicht zuletzt wegen des oftmals befremdlichen Auftretens der salafistischen Anhänger, bedrohlich auf die Menschen. Doch ist der zum Teil weit verbreitete Unmut auch objektiv begründbar? Wenn jedoch auf einer Demonstration gegen eine islamkritische Aktion der rechtsextremen Splitterpartei PRO NRW die dort eingesetzten Polizisten mit Steinen beworfen werden und sogar zwei dieser Polizisten gezielt durch einen Salafisten mit einem Messer attackiert und dadurch schwer verletzt werden, zeigt sich ein deutliches Gefahrpotential. Fraglich ist jedoch, ob die Gefahr von der gesamten Strömung ausgeht oder nur von einzelnen Personen. Weiterhin stellt sich in diesem Zusammenhang die Frage, ob es nicht möglich ist, eine derartige Eskalation der Lage bereits im Vorfeld zu verhindern? Ziel dieser Arbeit wird es daher sein, anhand einer Literatur- und Internetrecherche die einzelnen Strömungen des Salafismus näher zu beleuchten und ihre Verbreitung in Deutschland festzustellen. Um die Hintergründe dieser Strömungen besser verstehen zu können, werden zunächst wichtige islamische Grundlagen und die Entstehungsgeschichte aufgeführt. Ferner wird auch Bezug auf bekannte Prediger und öffentlichkeitswirksame Aktivitäten der Salafisten deutschlandweit genommen. Im Anschluss wird die Verbreitung des Salafismus speziell im Saarland dargelegt. Um eine möglichst detaillierte und möglichst aktuelle Darstellung über die salafistischen Bestrebungen im Saarland gewährleisten zu können, wurde ein Experteninterview mit einem Mitarbeiter des Landespolizeipräsidiums des Saarlandes, Abteilung Staatsschutz, durchgeführt. Schlussendlich wird eine Gefahrenprognose gestellt.

We are told that Western/Christian and Muslim/Arab civilizations are heading towards inevitable conflict. The demographics of the West remain sluggish, while the population of the Muslim world explodes, widening the cultural gap and all but guaranteeing the outbreak of war. Leaving aside the media's sound and fury on this issue, measured analysis shows another reality taking shape: rapprochement between these two civilizations, benefiting from a universal movement with roots in the Enlightenment. The historical and geographical sweep of this book discredits the notion of a specific Islamic demography. The range of fertility among Muslim women, for example, is as varied as religious behavior among Muslims in general. If we are to understand the concept of toleration in terms of everyday life, we must address a key philosophical and political tension: the call for restraint when encountering apparently wrong beliefs and actions versus the good reasons for interfering with the lives of the subjects of these beliefs and actions. This collection contains original contributions to the ongoing debate on the nature of toleration, including its definition, historical development, justification, and limits. In exploring the issues surrounding toleration, the essays address a variety of provocative questions. Is toleration a moral virtue of individuals or rather a pragmatic political compromise? 'How should we deal with religious pluralism in contemporary Europe from a human rights perspective and where should we draw the line, if any?' This was the central question of an expert seminar held in 2006 at Utrecht University to celebrate the inaugural address of Abdullahi An-Na'im, who occupied the G.J. Wiarda Chair at the Netherlands Institute of Human Rights (SIM) in 2005/2006. His address, as well as the contributions to the seminar, is published in this volume. Though religious pluralism in itself is anything but new in Europe, the influx of large groups of non-Christians, especially Muslims, and the political climate after recent terrorist attacks have profoundly changed the terms of the debate on how to deal with it. Should all religions be treated the same, or is it legitimate to take European Christian heritage into account? Does religion deserve more protection than culture? What does it mean if we say the State has to be secular and/or neutral? How should freedom of religion be dealt with if it conflicts with other fundamental rights such as sex equality? And how should one approach limitations on the freedom of expression that are related to religion, such as hate speech bans or criminalisation of glorifying terrorism? The questions are set against the background of modern notions of citizenship and the European human rights framework. An international manual is like a world cruise: a once-in-a-lifetime experience. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. Islam in "Liberal" Europe provides the first comprehensive overview of the political and social status of Islam and of Muslim migrants in Europe. The author argues that Islamophobic murders in Norway and Germany are only the tip of the iceberg of a deep-seated inability of many Europeans to accept cultural globalization when it hits close to home. Although there have always been anti-racist elites and networks in Europe, Hafez contends that the dominant tradition even among seemingly liberal intellectual milieus and their media is Islamophobic. Contemporary philosophical pluralism recognizes the inevitability and legitimacy of multiple ethical perspectives and values, making it difficult to isolate the higher-order principles on which to base a theory of justice. Rising up to meet this challenge, Rainer Forst, a leading member of the Frankfurt School's newest generation of philosophers, conceives of an "autonomous" construction of justice founded on what he calls the basic moral right to justification. Forst begins by identifying this right from the perspective of moral philosophy. Then, through an innovative, detailed critical analysis, he ties together the central components of social and political justice--freedom, democracy, equality, and toleration--and joins them to the right to justification. The resulting theory treats "justificatory power" as the central question of justice, and by adopting this approach, Forst argues, we can discursively work out, or "construct," principles of justice, especially with respect to transnational justice and human rights issues. As he builds his theory, Forst engages with the work of Anglo-American philosophers such as John Rawls, Ronald Dworkin, and Amartya Sen, and critical theorists such as Jürgen Habermas, Nancy Fraser, and Axel Honneth. Straddling multiple subjects, from politics and law to social protest and philosophical conceptions of practical reason, Forst brilliantly gathers contesting claims around a single, elastic theory of justice.
