This book explores the scope of reforms and changes in the social protection systems in Latin America that have started at the beginning of the 21st century. It describes how and to what extent changes in social protection systems and social policies have occurred in the region in recent decades. Taking a comparative approach, the volume identifies the triggers for the transformations and how such pressures are received by the welfare regime, or a specific policy sector, to finally yield a given type of reform. The analysis is characterized by the presence of certain factors that explain the development of social protection systems in Latin America, such as economic growth, the consolidation of democratic political regimes, and the region’s Left Turns. The book also examines to what extent common challenges and processes induced by international institutions have led to convergence among countries or welfare regimes, or whether each maintains its own identity.

Intertwining policy analysis and ethnography, José Tenorio examines how, and why now, the promotion of healthy lifestyles has been positioned as an ideal ‘solution’ to obesity and how this shapes the preparation, sale and consumption of food in schools in Mexico. This book situates obesity as a structural problem enabled by market-driven policy change, problematizing the focus on individual behavior change which underpins current obesity policy. It argues that the idea of healthy lifestyles draws attention away from the economic and political roots of obesity, shifting blame onto an ‘uneducated’ population. Deploying Foucault’s concept of dispositif, Tenorio argues that healthy lifestyles functions as an ensemble of mechanisms to deploy representations of reality, spaces, institutions and subjectivities aligned with market principles, constructing individuals both as culprits for what they eat and the prime locus of policy intervention to change diets. He demonstrates how this ensemble enmeshes within the local cultural and economic conditions surrounding the provisioning of food in Mexican schools, and how it is contested in the practices around cooking. Expanding the conversation on the politics of food in schools, obesity policy and dominant perspectives on the relation between food and health, this book is a must-read for scholars of food and nutrition, public health and education, as well as those with an interest in development studies and policy enactment and outcomes.

El mundo cambió a partir de que se declara al Covid-19 una pandemia, lo que afectó a todas las naciones. Según la OMS, para mayo del 2021 han muerto 3 millones 300 mil personas a nivel mundial por esta enfermedad, y de acuerdo con la UNESCO, 1,215 millones de estudiantes se quedaron sin poder recibir clases presenciales. En este libro se recuperan las voces de los jóvenes estudiantes, apoyándonos en la línea teórico-metodológica de las representaciones sociales del creador de estas y uno de los más grandes pensadores de las ciencias sociales y humanidades, Serge Moscovici, en Francia, por el año de 1969. En Representaciones Sociales del Coronavirus SARS-CoV-2, podrá encontrar cómo los jóvenes representaron estos momentos de miedo, tristeza, desesperación, angustia, dolor e incertidumbre ante la pandemia, sorprendiendo siempre con los conocimientos que construyen en el campo del “nuevo sentido común” y del “sentido común”, develando sus posicionamientos. Sólo por abrir la curiosidad del lector se mencionan los siguientes: el estigma que enfrentará el país de China, el planteamiento de si el coronavirus es una enfermedad del consumismo impuesto por el modelo capitalista, la indignación ante el abandono en que el gobierno ha mantenido al sector salud, y la desprotección de los que “viven al día”. Alertan sobre la existencia de una crisis mundial, y la que vendrá, aún mayor, tanto económica como humanitaria. Las páginas del presente conducen al lector a descubrir la esencia de la juventud, que ante todas las catástrofes emerge de sus cenizas a partir de su capacidad de resiliencia, solidaridad, esperanza e imaginación, abriendo senderos para transitar hacia el cambio, hacia un mundo más equitativo y justo, como, por ejemplo: la búsqueda de un modelo económico de desarrollo sustentable que logre abatir la destrucción del planeta, porque desde la visión de los jóvenes, “este es un virus en contra de la humanidad”. Además, también hacen un reconocimiento al personal del sector salud, a quienes ofrecen “su admiración y respeto porque van a una guerra virológica, prácticamente sin fusil”, con el único deseo de salvar vidas. Por otra parte, el lector podrá ubicar el contexto en el que se desenvuelven los jóvenes en este momento de pandemia, escrito por personalidades con el grado de doctor que ejercen en el campo de la educación superior, así como las propuestas innovadoras de dos estudiantes del sector educativo público y privado. Sin lugar a duda, la lectura de esta obra también representa un homenaje póstumo a las víctimas del coronavirus, así como un reconocimiento a todo el personal del Sector Salud de México y del mundo, que lucha por salvar vidas; y a todos aquellos que anhelan el cambio y están dispuestos a emprender acciones, en aras de un “nuevo comienzo”.
