Intinya bila konsep pidana dan pemidanaan dimaksud relevan dengan sistem pidana nasional, maka sebenarnya efektifitas pemidanaan berdasarkan nilai hukum yang berlaku sehingga rasa patuh hukum akan muncul dan terjaga. Bila sebaliknya maka hukum hanya tinggal disatu sisi dan masyarakat disisi lainnya. Akibatnya efektifitas penerapan hukum sukar dilaksanakan.
