Tout ce que soutient le Cours nouveau, c'est que si les tendances négatives et destructrices présentes devaient prospérer sur la moyenne et longue durée, elles ruineraient à coup sûr les efforts gigantesques cumulés par plusieurs générations d'Africains depuis la nuit des temps, et que par suite de cette remarque, les contemporains devraient changer de méthode, d'objectifs et de stratégie hic et nunc, et s'intéresser davantage à la prospective. Il ne s'agit pas, en effet, de s'émouvoir de l'existant qui déprime le continent ni de prolonger les courbes des désastres de tous ordres programmés en Afrique, encore moins d'attendre GODOT ou de convoquer l'éclat du passé en guise de talisman ou de fétiche pour conjurer les misères du présent et les nuisances du futur, mais précisément d'établir de nouvelles références et de bâtir une échelle nouvelle des objectifs et des finalités susceptible d'influencer l'Avenir, et, en quelque sorte, d'inverser le cours de l'histoire. " L'avenir n'est pas seulement ce qui peut 'arriver' ou ce qui a le plus de chances de se produire. Il est aussi, dans une proportion qui ne cesse de croître, ce que nous aurons voulu qu'il fût. " De fait, " prévoir une catastrophe est conditionnel : c'est prévoir ce qui arriverait si nous ne faisions rien pour changer le cours des choses, et non point ce qui arrivera de toute manière. ". Aussi le devoir de penser impose-t-il à l'Africain des Temps modernes de s'interroger sur les risques inhérents au futur dans le but de construire l'Avenir par anticipation, au lieu de se cacher derrière son doigt ou à sombrer dans le délire de l'auto victimisation, de l'auto exclusion ou du narcissisme, autant de manières de fuir les réalités intangibles du moment. Ce qui nous est réellement donné, en effet, c'est la guerre économique et commerciale entre les différentes puissances impériales pour dominer les marchés et le globe, les sociétés et les cultures, les hommes, l'environnement et le cosmos, singulièrement en Afrique, qui demeure bien plus le théâtre et l'enjeu des conflits mondiaux qu'un acteur pleinement autonome et responsable, notamment dans les domaines géostratégique, économique et politique. D'où suit que si c'est bien l'intelligence et son corollaire l'esprit d'entreprendre, qui sont la clé des crises, des mutations et des réformes, il est néanmoins nécessaire d'aller au-delà du constat et d'honorer le besoin d'Avenir et le souci de futur. Partant donc de ce vieux principe établi par le doomu ndar (Saint-Louisien) Gaston BERGER, selon lequel " la prospective suppose une liberté que ne permet pas l'obligation à laquelle nous soumet l'urgence ", la question dont les Africains ne peuvent faire abstraction, sans avouer une carence grave, est celle-ci : Comment concilier les urgences (contraintes qui s'imposent à nous) et qui n'attendent pas et l'Avenir qui ne viendra pas de lui-même, mais doit être construit par un acte libre de volonté et d'imagination ? Poser la question, c'est y répondre. A moins de vouloir rentrer à reculons dans une Histoire du futur qui sera écrite par les autres, l'Africain devrait scruter l'avenir sans tarder. Si le prérequis minimal est la Liberté (de penser et d'entreprendre ou de rêver le monde présent), il y a lieu de savoir si nous satisfaisons à cette condition. Si pour envisager l'Avenir, il faut être libre, le sommes-nous ? En particulier dans les matières stratégiques comme l'économie ou la monnaie, l'enseignement supérieur ou la justice, les relations extérieures. S'il y a une leçon de SARKOZY à l'Université Cheikh Anta Diop de Dakar, le 26 juillet 2007, c'est que nous n'aurons pas d'Avenir sans Liberté ni Responsabilité dans tous les domaines, à commencer par ceux de l'économie et de la culture, loin des pièges de l'auto-suggestion et des leurres du fraternalisme.

This book looks into the role and effects of public apologies in international relations. It focuses on two major questions - why and when do states issue apologies for historic crimes and how and under what conditions are these apologies successful in remedying conflictive relationships? In recent years, we have witnessed an unseen popularity of apologies, with numerous politicians, managers and clergymen being eager to apologise and atone for the wrong-doings of their countries or institutions. Public apologies, thus, are a new and highly interesting, while nevertheless still puzzling phenomenon, the precise role and meaning of which in international politics remains to be explored. This book sets out to do exactly this. Focusing in particular on state apologies, it assembles twelve detailed empirical case studies which deal with the two questions raised above. In the first part, the case studies reconstruct the processes in which state representatives react to calls for public atonement, and in the second part the case studies explore the reactions to the apology and evaluate signs for its success or failure. All case studies are based on a theoretical framework which is outlined in the introduction to the book and helps develop tentative assumptions about the emergence and the effects of state apologies, drawing on different strands of literature, such as political science, philosophy, sociology or psychology. This work will be of great interest to students and scholars of conflict reconciliation, international relations and transitional justice.
