This report addresses the transition of research satellites, instruments, and calculations into operational service for accurately observing and predicting the Earth's environment. The impact of anthropogenic activities on our atmospheric environment is of growing public concern and satellite-based techniques now provide an essential component of observational strategies on regional and global scales. The purpose of this book is to summarise the state of the art in the field in general, while describing both key techniques and findings in particular. It opens with an historical perspective of the field together with the basic principles of remote sensing from space. Three chapters follow on the techniques and on the solutions to the problems associated with the various spectral regions in which observations are made. The particular challenges posed by aerosols and clouds are covered in the next two chapters. Of special importance is the accuracy and reliability of remote sensing data and these issues are covered in a chapter on validation. The final section of the book is concerned with the exploitation of data, with chapters on observational aspects, which includes both individual and synergistic studies, and on the comparison of global and regional observations with chemical transport and climate models and the added value that the interaction brings to both. The book concludes with scientific needs and likely future developments in the field, and the necessary actions to be taken if we are to have the global observation system that the Earth needs in its present, deteriorating state. The appendices provide a comprehensive list of satellite instruments, global representations of some ancillary data such as fire counts and light pollution, a list of abbreviations and acronyms, and a set of colourful timelines indicating the satellite coverage of tropospheric composition in the foreseeable future. The ocean is an integral component of the Earth's climate system. It covers about 70% of the Earth's surface and acts as its primary reservoir of heat and carbon, absorbing over 90% of the surplus heat and about 30% of the carbon dioxide associated with human activities, and receiving close to 100% of fresh water lost from land ice. With the accumulation of greenhouse gases in the atmosphere, notably carbon dioxide from fossil fuel combustion, the Earth's climate is now changing more rapidly than at any time since the advent of human societies. Society will increasingly face complex decisions about how to mitigate the adverse impacts of climate change such as droughts, sea-level rise, ocean acidification, species loss, changes to growing seasons, and stronger and possibly more frequent storms. Observations play a foundational role in documenting the state and variability of components of the climate system and facilitating climate prediction and scenario development. Regular and consistent collection of ocean observations over decades to centuries would monitor the Earth's main reservoirs of heat, carbon dioxide, and water and provides a critical record of long-term change and variability over multiple time scales. Sustained high-quality observations are also needed to test and improve climate models, which provide insights into the future climate system. Sustaining Ocean Observations to Understand Future Changes in Earth's Climate considers processes for identifying priority ocean observations that will improve understanding of the Earth's climate processes, and the challenges associated with sustaining these observations over long timeframes.

Environmental satellites provide data that are used for forecasting the weather, measuring variations in climate over time, and predicting space weather. In planning for the next generation of these satellites, federal agencies originally sought to fulfill weather, climate, and space weather requirements. However, in 2006, federal agencies restructured two key satellite acquisitions. This involved removing key climate and space weather instruments. This report: (1) assessed plans for restoring the capabilities that were removed from the two key satellite acquisitions; and (2) evaluated federal efforts to establish a strategy for the long-term provision of satellite-provided space weather, and climate data.
