Saudi Arabia in the Balance brings together today’s leading scholars in the field to investigate the domestic, regional, and international affairs of a Kingdom whose policies have so far eluded the outside world. With the passing of King Fahd and the installation of King Abdullah, a contemporary understanding of Saudi Arabia is essential as the Kingdom enters a new era of leadership and particularly when many Saudis themselves are increasingly debating, and actively shaping, the future direction of domestic and foreign affairs. Each of the essays, framed in the aftermath of 9/11 and the 2003 invasion of Iraq, offers a systematic perspective into the country’s political and economic realities as well as the tension between its regional and global roles. Important topics covered include U.S. and Saudi relations; Saudi oil policy; the Islamist threat to the monarchy regime; educational opportunities; the domestic rise of liberal opposition; economic reform; the role of the royal family; and the country's foreign relations in a changing international world. Contributors: Paul Aarts, Madawi Al-Rasheed, Rachel Bronson, Iris Glosemeyer, Steffen Hertog, Yossi Kostiner, Stéphane Lacroix, Giacomo Luciani, Monica Malik, Roel Meijer, Tim Niblock, Gerd Nonneman, Michaela Prokop, Abdulaziz Sager, Guido Steinberg

Oil Kings offers the first inside look at how an oil crisis was manipulated by Alan Greenspan, Donald Rumsfeld, and President Ford (hoping to secure his re-election), helping to precipitate the fall of the Shah of Iran in 1979. Andrew Scott Cooper reveals the fatal struggle between the "oil kings", both Middle-Eastern and American, as they jockeyed for power, playing games that led directly to the rise of Iran's radical anti-American theocracy, which still exists today. An intrepid investigative reporter, Andrew Scott Cooper is the first to access newly declassified papers, and to interview key people who formulated US foreign poilicy in that period. Carefully connecting up the dots, he brilliantly reconstructs the history of that vexed decade when the modern world was changed forever.

In terms of measurable indicators such as gross national product, land, natural resources, population and power potential, Iran and Saudi Arabia remain the two most important centers of power in the Persian Gulf littoral, with Iran clearly being in the leading position. Iran will remain the pivotal center of power in this area, followed by Saudi Arabia. In addition, on a broader scale these two countries are pivotal to the maintenance of pro-Western influence in the Middle East, particularly as long as Egypt joins them in a similar policy posutre. But despite that, the majority of the Persian Gulf littoral states are expected to remain moderate, conservative, pro-Western entities in the coming decade. Their substantially expanded economic, financial, political, and military power is bound to have a positive moderating impact on the Middle East, thus further reducing the influence of the Soviet Union and its radical proteges. The position of Tehran, Riyadh and Cairo is crucial to the continuation and expansion of this trend. And its impact upon the regional balance of power in the Persian Gulf and the Middile East are bound to remain crucial.

As the only oil producer with sufficient spare capacity to shape the world economy, Saudi Arabia is one of the most significant states in twenty-first century geopolitics. Despite the enormous potential for Saudi Arabia to play a more robust regional and international role, the Kingdom faces serious internal and external challenges in the form of political incapacity and competition with states such as Iran. In this examination of Saudi Arabia's foreign policy, Gulf expert Neil Partrick, and other regional analysts, address the Kingdom's relations in the Middle East and wider Islamic world, and its engagement with both established and emergent global powers. In doing so, he analyses the factors, ranging from identity politics to Iranian acquisition of nuclear weapons that determine the Kingdom's foreign policy. As Saudi Arabia prepares for a generational shift brought about by an ageing leadership, the rapidly changing balance of power in the Middle East offers both great opportunity and great danger. For students of the Middle East and international relations, understanding Saudi Arabia's foreign policy and its engagement with the region and the world is more important than ever. 'A very welcome addition to the literature on Saudi Arabia – a much needed overview of Saudi foreign policy for scholars and policy makers, while also being accessible to the wider public.' - Gabriele vom Bruck, Senior Lecturer in the Anthropology of the Middle East, SOAS, University of London. 'This volume is terrific as a reference and also a good read.' – Michele Dunne, Director and Senior Associate, Middle East Program, Carnegie Endowment for International Peace 'A timely book to help us understand the history and motivation of the major Sunni regional power. This collection of articles covers the whole gamut of Saudi's main external relationships including the role play by Islam and oil in shaping its foreign policy.' - Sir William Patey, UK Ambassador to Saudi Arabia 2007-10
