Resilience is increasingly discussed as a key concept across many fields of international policymaking from sustainable development and climate change, insecurity, conflict and terrorism to urban and rural planning, international aid provision and the prevention of and responses to natural and man-made disasters. Edited by leading academic authorities from a number of disciplines, this is the first handbook to deal with resilience as a new conceptual approach to understanding and addressing a range of interdependent global challenges. The Handbook is divided into nine sections: Introduction: contested paradigms of resilience; the challenges of resilience; governing uncertainty; resilience and neoliberalism; environmental concerns and climate change adaptation; urban planning; disaster risk reduction and response; international security and insecurity; the policy and practices of international development. Highlighting how resilience-thinking is increasingly transforming international policy-making and government and institutional practices, this book will be an indispensable source of information for students, academics and the wider public interested in resilience, international relations and international security.

The purpose of this annual report is to develop an index of good humanitarian donorship that will measure donors' effectiveness against their commitment to the Principles and Good Practise of Humanitarian Donorship. The index is intended to help the international donor community to better understand its strengths and weaknesses in order to improve the efficiency and quality of its donor activities and initiatives. The index is also expected to raise awareness about the increasingly important role of humanitarian action and associated good practices beyond its current core constituencies. We believe that this report offers significant potential to improve the quality of humanitarian aid, benefiting those most affected by both man-made and natural disasters.

Customary International Humanitarian Law, Volume I: Rules is a comprehensive analysis of the customary rules of international humanitarian law applicable in international and non-international armed conflicts. In the absence of ratifications of important treaties in this area, this is clearly a publication of major importance, carried out at the express request of the international community. In so doing, this study identifies the common core of international humanitarian law binding on all parties to all armed conflicts. Comment Don:RWI.

Humanitarian Subsidiarity written by Dualta Roughneen and has been published by Cambridge Scholars Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-01-06 with Political Science categories.

Subsidiarity is not a new idea, having been discussed either implicitly or explicitly for centuries. From Aristotle to the International Criminal Court, subsidiarity has been considered a means of framing the interacting spheres of sovereignty and levels of responsibility between individuals and the social and political order. The Catholic Church and the European Union have put forward the two clearest definitions of subsidiarity, representing the social order in the former and the political order in the latter. This book explores the possibility of a new humanitarian principle: subsidiarity, which means recognising that, in humanitarian response, local populations can and should be best placed to make decisions and take action. It argues that the humanitarian system should be designed to support this in the first instance and only to take action and make decisions at a higher level when this can be justified by a humanitarian imperative and the exigencies of the context. Subsidiarity as a humanitarian principle offers the possibility of a decision making framework that puts disaster affected populations at the centre of humanitarian response.

Cooperating for Peace and Security attempts to understand - more than fifteen years after the end of the Cold War, seven years after 9/11, and in the aftermath of the failure of the United Nations (UN) reform initiative - the relationship between US security interests and the factors that drove the evolution of multilateral security arrangements from 1989 to the present. Chapters cover a range of topics - including the UN, US multilateral cooperation, the North Atlantic Treaty Organization (NATO), nuclear nonproliferation, European and African security institutions, conflict mediation, counterterrorism initiatives, international justice and humanitarian cooperation - examining why certain changes have taken place and the factors that have driven them and evaluating whether they have led to a more effective international system and what this means for facing future challenges.
