The studies in the first part of this volume focus on measurement issues associated with national saving and its sectoral components. An historical perspective on saving in 11 OECD countries during the last 100 years is also presented. This is followed by analysis of private and household saving ratios in the US, Japan, Italy and the Nordic countries. Distinctions are made between eg. "low" savers such as the Nordic countries and "high" savers such as Japan and Italy. Saving behaviour in less developed countries is also analyzed, with an emphasis on the interaction between liquidity constraints, uncertainties and the lack of insurance markets. Based on numerical simulations of the impact of demographic changes on capital formation, another study argues for the usefulness of generational accounts instead of the usual fiscal deficits and surpluses in considering the relationships between fiscal policy and saving. The final two papers are a review of the relationship between national saving and domestic investment, and a study of the determination of world interest rates via the interaction of world saving and investment. -- Publisher description.

Understanding the ways in which people save for their retirement is an urgent issue. So much has changed in the last 10 to 15 years, especially in the area of the provision of pensions and retirement income. Around the world, greater and greater responsibility is being allocated to individuals while governments discount their contributions to social security and employers retreat from the provision of supplementary retirement income. This book explores the behavioral revolution and its implications for understanding financial decision-making and saving for the future. Recognizing the profound implications of this research program, it goes beyond issues of risk aversion, framing, and decision-making to consider how social identity and the resources due to people by virtue of their place in society figure in savings behavior. It gives considerable attention to the context of the environment in which people make financial decisions, arguing that this allows a better understanding of the coexistence of sophistication and naivety apparent in patterns of retirement saving. Utilizing databases from the UK, the book provides an empirical foundation to its theoretical arguments, demonstrating how an integrated approach to individual financial decision-making is necessary if we are to address the apparent shortfall in many people's planning for the future. The book concludes by setting the agenda for the design, governance, and regulation of pension savings schemes consistent with delivering cost-effective solutions to pension adequacy. In these ways, it sets forth a strategy for rethinking individual behavior as well as the design of retirement income systems.

In this paper we investigate behavioral constraints to savings among smallholder farmers in rural Ethiopia. Increasing savings by overcoming such behavioral constraints has been documented to have positive effects on various outcomes such as health, education, and agricultural investments. We causally identify a strong increase in savings to a soft commitment device in the form of a moneybox with a regular savings plan. In our randomized field experiment, we also provide personalized feedback consisting of recommendations to self-set saving goals. These recommendations trigger increases in savings of up to 36 percent. In a detailed analysis of the behavioral characteristics driving these results, we find a strong and robust link between financial confidence and savings behavior. In particular, the savings of underconfident individuals are less than 2/3 of the savings of overconfident individuals - an association stronger than other behavioral traits such as risk-lovingness and present-biasedness. Remarkably, the effect of our personalized feedback is particularly strong for underconfident individuals. We discuss possible underlying mechanisms, rule out a set of alternative behavioral explanations, and address crowding-out behavior into other forms of saving.

This study uses a national dataset to examine the association among risk tolerance, financial literacy, and goals-based savings behavior of households. The results indicate that three out of five households do not have any emergency funds set aside, and about half the households have not calculated how much money they will need for retirement. However, both financial literacy and risk tolerance are associated with goals-based savings behavior, such as saving for emergencies, and planning for retirement among households. Implications for policy makers, scholars, and researchers in the area of behavioral economics and household finance are included.
