SCAI is a conference series that was started in 1987 in Tromso, Norway. It has since then been held in Stockholm, Sweden, Tampere, Finland and Arhus, Denmark. Although its primary function is to assemble researchers from the Nordic countries, it has constantly attracted an international participation. The motto of the meeting in 1995 was Theory meets Practice. The Programme Committee selected the following major areas for SCAI '95: multi-agent systems; machine learning; constraint satisfaction; planning and reasoning about action; natural language; neural networks; and application technologies.

Rob Milne was a remarkable man. He died of a heart attack on the 5th of June 2005 while climbing Mount Everest in Nepal. Milne (48) lived an active life: combining his three ‘careers’ seemingly effortlessly. He was a hi-tech entrepreneur, an AI researcher and a passionate mountaineer. Mount Everest was last on his list of the highest summits on each continent. He was only 400 meters from the top when he died. This publication commemorates and celebrates the life of Rob Milne. It covers all facets of Rob Milne's life and contains contributions by the people who have known him well and pay tribute to his life and his legacy. Rob Milne is survived by his wife Val and his two children Alex and Rosemary. After he died, his wife said in a radio interview: “Rob died at the top, doing what he loved.”

This volume contains the invited paper, the reviewed research papers, the discussants' comments on the latter, and the workshop memoranda of the fourth IFIP WG 8. 1 International Working Conference on "Information System Concepts", with the subtitle "An Integrated Discipline Emerging" (ISC04). It was held in Leiden, The Netherlands, 20-22 September 1999. The previous three ISCO conferences were subtitled "An In-depth Analysis", "Improving the Understanding", and "Towards a Consolidation of Views". Their proceedings were published in 1989, 1992, and 1995, respectively. The ISCO conferences were instigated by the former Task Group FRISCO (an acronym for "FRamework of Information System Concepts"), charged by the IFIP Working Group 8. 1 with the task of proposing a conceptual framework for the information system field.
