The publication looks at innovations happening at all stages of the food value chain: from production to manufacturing and retailing. This also includes the extended value chain, for example input supply, financial services and agribusiness support services. Yields are improving and primary production is becoming more resilient as a result of digital technologies such as precision agriculture, agricultural drones, and digital farming services and marketplaces; and novel business models such as plant factories, crowdsourcing for farmers. Data and robotics help lift productivity and food safety in the manufacturing process. Online grocery commerce and food delivery services are revolutionizing the way consumers purchase food. Distributed ledger technology, such as blockchain, allows making payments and tracing back food products along the chain in order to increase transparency and trust. New business models are springing up to shorten the chain by removing or shifting stages and to make it fairer and greener, stimulated by enabling technologies and changing customer behaviours. Innovations such as these are discussed and illustrated by almost 200 practical examples from 21 countries in the Asia-Pacific region, across various types of firms and commodities. By observing emerging trends and providing concrete examples, the book discusses the nature of these innovations, how they are affecting food systems and value chains, positively or negatively, and how to deal with trade-offs. It concludes with a reflection on the impacts of these innovations, the policy solutions identified, and lessons learned to future-proof the region’s food systems, particularly in the wake of the COVID-19 pandemic.

Small and medium-sized enterprises (SMEs) constitute the large majority of businesses both globally and in Asia and the Pacific. Despite their undeniable importance, the literature on SMEs in general, and agrifood SMEs in particular, is relatively limited. One specific area that deserves deeper consideration is the extent of digital engagement of agrifood SMEs along the agrifood value chain, from farm to retail and food services, in countries in Asia and the Pacific. The goal of this publication is to understand the current status of digitalization of agri-SMEs in Asia and the Pacific, what this process looks like and how to improve it. A value-chain approach was adopted to evaluate the digital maturity of all types of agri-SMEs across previously siloed categories – from farm to fork, and in the core and the extended value chain. The report analyses the benefits of digital transformation for agri-SMEs and the challenges they face in this process. Next, the report outlines practical and actionable measures that governments and other stakeholders may undertake to help agrifood SMEs stay ahead in the digital age. Special attention is given to the creation of a digital environment that enables agri-SMEs to increase the efficiency of their operations and allow them to grow. This is particularly important given that many agri-SMEs are located in rural agricultural areas, (where more than half of the population in Asia and the Pacific still resides), but where the environment is less favourable to digital transformation.

Agrifood systems in Asia and the Pacific can be strengthened by tapping on agrifood-tourism linkages. When tourism and agrifood systems interact, both synergies and competition appear. Agriculture and tourism compete between themselves and other sectors for land, water, labour, capital, and transport and logistics services. Cross-sectoral synergies arise when agriculture and tourism influence each other through their respective demand conditions and changes in the enabling environment. These cross-sectoral synergies can be instrumental in strengthening agrifood systems in the region and addressing interlinked crises in the post-pandemic era.Governments across Asia and the Pacific have acknowledged the potential of tapping into agrifood- tourism linkages to advance sustainable development in both urban (food tourism) and rural areas (mostly agricultural tourism), and are implementing efforts to develop this subsector.Agrifood-tourism linkages can create income-generating opportunities for farmers and tourism operators, boost employment and stimulate overall economic growth, promote the development of sustainable agrifood systems, prevent rural youth outmigration and help preserve culinary and agricultural heritage. This publication guides policymakers in the region in the preparation of a strategic plan aimed at developing agrifood tourism and the tourism food value chain as drivers of sustainable development. The successful positioning of a country or location as a culinary or agricultural tourism destination and the creation of synergies between the agriculture and tourism sectors requires a shared vision and coordination between policymakers, destination managers, tourism and agrifood businesses, chefs, farmers and other key stakeholders.

This book looks at agricultural systems and rural economies in Asia through the prism of alternative innovation systems, alternative public policy and institutional changes. The massive shifts within the agricultural economy in Asia, geared towards increasing production, has had a direct effect on the livelihood of a large mass of people in rural societies, causing financial and social distress. This book explores a wide range of solutions, such as the role of education, improving technical skills and human capital, along with interactive learning in R&D, harnessing ICTs and institutional innovations, to see how these problems can be alleviated. The volume looks at how these methods can help formulate alternative ways to build sustainable and inclusive agricultural societies, ensure food security, sustainable growth and agricultural productivity. This book, rich in theoretical and empirical matter, will be useful for academics and researchers interested in agricultural innovation, development studies and agricultural economics. It will also be of interest to policymakers and thinktanks working towards inclusive social development and sustainability in Asia and the Indian subcontinent.

Governments, nongovernmental organizations, donors, and the private sector have increasingly embraced value-chain development (VCD) for stimulating economic growth and combating rural poverty. Innovation for Inclusive Value-Chain Development: Successes and Challenges helps to fill the current gap in systematic knowledge about how well VCD has performed, related trade-offs or undesired effects, and which combinations of VCD elements are most likely to reduce poverty and deliver on overall development goals. This book uses case studies to examine a range of VCD experiences. Approaching the subject from various angles, it looks at new linkages to markets and the role of farmer organizations and contract farming in raising productivity and access to markets, the minimum assets requirement to participate in VCD, the role of multi-stakeholder platforms in VCD, and how to measure and identify successful VCD interventions. The book also explores the challenges livestock-dependent people face; how urbanization and advancing technologies affect linkages; ways to increase gender inclusion and economic growth; and the different roles various types of platforms play in VCD.

The preservation of forests, sustainable forest management (SFM), forest landscape restoration (FLR) and the need to make the most of precious forest resources are priority issues in the policy and sustainable development agenda of the Asia-Pacific region. Innovation will be key in the coming decades to meet the increasing demand for wood and other forest products while halting and reversing deforestation, in line with the commitment taken at COP26 in Glasgow by the international community. However, uptake of innovative technologies has been slow and uneven in the Asia-Pacific region, and there remains a gap between political commitments and the investments – in education, capacity building, and infrastructure development – required to put them into practice. This technical report examines the potential and barriers to disseminating and deploying innovative technologies for SFM in the region and provides overarching recommendations and specific options for decision-makers. It delineates and informs the process by which decision-makers and actors can identify: the potential of innovative technologies to advance SFM; their potential impacts; constraints to technology uptake and scaling up, and how to overcome these constraints and facilitate adoption.

The internationalisation of food retailing and manufacturing that has swept through the agri-food system in industrialised countries is now moving into middle- and low-income countries with large rural populations, causing significant institutional changes that affect small producer agriculture and the livelihoods of rural communities the world over. Farmers and policy-makers are struggling to keep up with the wave of new demands being made on their supply chains by food manufacturers and retailers. In the process, new questions and challenges are arising: Can small-scale farmers organise to meet the demands of corporate giants? Should governments liberalise Foreign Direct Investment in the retail sector and expose numerous small shops to competition from multinationals? Can distribution systems be adapted to make markets work better for the poor? This book offers a contemporary look at what happens when the modernisation of food supply chains comes face to face with the livelihoods of rural and poor people. The authors are drawn from eighteen countries participating in the 'Regoverning Markets' programme, which aims to not only improve our understanding of the way modernisation and re-structuring of food supply chains is affecting food production and distribution systems, but also identify best-practice in involving small-scale producers in supermarket supply chains, and ascertain the barriers to inclusion which need to be removed. The book is aimed primarily at academics but will also appeal to practitioners in developing countries, civil servants, policy-makers and NGOs.

This publication examines the processes and impact of market restructuring through comparative in-depth empirical case studies in selected Asian countries, namely, China,India, Indonesia, Philippines, Sri Lanka and Thailand. These countries represent both a broad geographic coverage and a range of stages of market concentration in the region. The country papers address important questions such as what determines the participation of producers in different channels, what is the impact of farmer participation on incomes and what institutional, technological, economic and other reforms are necessary to enhance their effective participation in the emerging and restructuring markets. The case studies attempt to identify major factors that affect smallholder producers’ access to output markets, input markets, e.g. seeds, fertilizers, agrochemicals, technology and services such as credit, extension, insurance. Each case study has tried to analyse one specific innovation and these innovations are specific arrangements built on public policies, business initiatives, collective/group action by small-scale producers, etc. that appear to have played a positive role in supporting greater inclusion. The studies aim to derive models, strategies and policy principles to guide public and private sector players in promoting greater participation of small-scale producers in dynamic markets.
