Ischia is the largest island in the Bay of Naples. The Castle, built by Alphonso V of Aragon in the fifteenth century, is distant 16 miles from the Punta di Posillipo, and 20 miles from the Mole of Naples; it is famous in Italian annals for its long association with the noble poetess Vittoria Colonna, Marchioness of Pescara. Mount Epomeo, the Epopos of the Greeks, the Epopeus of the Latin poets, rises near the centre of the island. The ancient fable made Ischia the bed of Typhoeus. Ischia, called Aenaria, Inarime, and Pithecusa by the ancients, was populated in earliest times by a colony composed partly of Erythraeans and partly of Chalcidicans: they fixed their home where now stands the village of Lacco Ameno, one of the most beautifully picturesque of the whole island. Strabo, Pliny, Statius and other authors mention the therapeutic virtues of the hot springs of Ischia. The number of foreigners, travellers and Neapolitan gentlemen attending Ischia is very considerable.

La tutela e conservazione dei beni culturali rimanda, inevitabilmente, alla cura del territorio e dell’ambiente nel suo complesso. Ma se le procedure strettamente di restauro e conservazione godono di un’attenzione teorica e metodologica attentamente dibattuta, spesso l’ambiente è, invece, ancora sottoposto a pratiche di “scempio”. Il libro di Ugo Scelfo presenta un’attenta panoramica giuridica del problema. L’approccio giuridico, cioè l’esame delle violazioni censite in rapporto alle norme vigenti che tutelano le varie accezioni di ambiente con le previste sanzioni, si rivela di grande interesse, soprattutto se sviluppato in senso storicistico. In particolare, se affrontato da chi, come Ugo Scelfo ha avuto una lunga pratica giudiziaria militante, permette la ricostruzione dei criteri con i quali l’ambiente è stato percepito nel tempo dalle comunità sino alle concezioni attuali, fornendo indicazioni essenziali per attualizzare la determinazione dei valori e elaborare strategie aggiornate di tutela e sviluppo. Ugo Scelfo, recentemente scomparso, come magistrato è stato particolarmente impegnato sul fronte dei reati ambientali – tra i quali in Sicilia i processi per i “Monti Rossi”, per la contrada “Sclafani”, per il crollo della cupola della cattedrale di Noto – ed ha pubblicato libri e articoli e promosso convegni sull’argomento. Dell'isola d'Ischia e per l'isola d'Ischia sempre si è scritto, dall'interno e dall'esterno, sia per narrare le impressioni, i sentimenti, le visioni che si presentavano agli occhi dei visitatori in ogni istante delle loro escursioni e passeggiate, sia per rievocare (inopportunamente a volte) momenti importanti della storia di un'isola che ha le sue origini nei tempi dei miti, degli dei, delle leggende. Se ne ha occasione di leggere in proposito in queste cronache che presentiamo. Ai lettori attenti non sfuggirà la circostanza che oggi Ischia è diversa (logicamente) rispetto a varie epoche passate: positivamente o negativamente ci si chiede però spesso e la risposta non è mai scontata e tutta protesa per un miglioramento. Manca a volte anche un legame tra passato e presente; scarsa è infatti l'attenzione verso i reperti archeologici, che danno rinomanza all'isola e agli uomini che hanno lavorato per portarli alla luce. Non c'è interesse per la cultura né amore per la memoria e per quanto rappresenta l'isola d'Ischia in questo settore; spesso non si conoscono o si confondono, ad ogni livello istruttivo e istituzionale, i nomi degli studiosi specifici, sia quelli locali, sia quelli qui approdati e qui fermatisi appassionatamente. Si preferisce rivolgere ad altri settori e ad altri personaggi riconoscimenti e testimonianze di stima. Si dovrebbe invece dare il dovuto peso alla conoscenza delle vicende storiche dell'isola e al ricordo degli uomini che più l'hanno rappresentata; una terra "così carica di storia e di fascino da amare, studiare, custodire, difendere, come scrisse don Pietro Monti, archeologo e storico", in una sua opera.
