This and a companion report constitute one of twenty-one Synthesis and Assessment Products called for in the Strategic Planfor the U.S. Climate Change Science Program. These studies are structured to provide high-level, integrated research results on important science issues with a particular focus on questions raised by decision-makers on dimensions of climate change directly relevant to the U.S. One element of the CCSP's strategic vision is to provide decision support tools for differentiating and evaluating response strategies. Scenario-based analysis is one such tool. The scenarios in this report explore the implications of alternative stabilization levels of anthropogenic greenhouse gases (GHGs) in the atmosphere, and they explicitly consider the economic and technological foundations of such response options. Such scenarios are a valuable complement to other scientific research contained in the twenty-one CCSP Synthesis and Assessment Products. The companion to the research reported here, Global-Change Scenarios: Their Development and Use, explores the broader strategic frame for developing and utilizing scenarios in support of climate decision making.

This document presents some key results from a CSIRO research project undertaken for Environment Australia to examine policy implications of greenhouse gas targets. The background to this work is: the observed increase in atmospheric CO2 over the industrial period; scientific assessments that this will cause significant climate change; the United Nations Framework Convention on Climate Change (FCCC), and the annual Conferences of parties (of the FCCC) in Berlin 1995, Geneva 1996 and Kyoto 1997. The aim of the project was to provide information for policymakers in the period prior to the Third Conference of Parties in Kyoto in December 1997, and prior to the release of IPCC Technical Paper 4. The present report summarizes the material that was produced by the CSIRO project, and updates the description with relevant references to Technical Paper 4, and the new context defined by the Kyoto Protocol. Additional information is given on the attribution of concentrations and radiative forcing, giving the partitioning of emissions between various groups of nations.

Abstract: This study analyzes CO2 emissions reduction targets for various countries and geopolitical regions by the year 2030 in order to stabilize atmospheric concentrations of CO2 at the level of 450 ppm (550 ppm including non CO2 greenhouse gases). It also determines CO2 intensity cuts that would be needed in those countries and regions if the emission reductions were achieved through intensity-based targets while assuming no effect on forecasted economic growth. Considering that the stabilization of CO2 concentrations at 450 ppm requires the global trend of CO2 emissions to reverse before 2030, this study develops two scenarios: reversing the global CO2 trend in (i) 2020 and (ii) 2025. The study shows that global CO2 emissions would be 42 percent above the 1990 level in 2030 if the increasing trend of global CO2 emissions is reversed by 2020. If reversing the trend is delayed by 5 years, the 2030 global CO2 emissions would be 52 percent higher than the 1990 level. The study also finds that to achieve these targets while maintaining assumed economic growth, the global average CO2 intensity would require a 68 percent drop from the 1990 level or a 60 percent drop from the 2004 level by 2030.
