Excerpt from Administration of Schools in the Smaller Cities The usual method of choosing school board members is election at large. In 417, or per cent, of the 516 cities reporting, the board is elected by the people; and in 99, or per cent, it is appointed by the mayor, city council, or commission. Of the 99 boards appointed, 32 are appointed by the mayor and 67 by the council or commission. Most of the States having general laws regarding the method Of choosing city school boards provide for election by the people. (see p. Students of school administration almost without exception favor an elec tive board, especially in the smaller cities. They say that appointment by the mayor or city council places the schools too far away from the people, and that the people take more interest in the schools if they elect the board. It is pointed out that in some cities where boards are appointed the mayor or the members of the city council control the schools to a very great degree, so' that anyone seeking an appointment or a contract needs only to Obtain the approval of the mayor or the members of the council. In brief, an appointive board is too often the tool of the mayor or council, many times not working for the inter est Of the schools but for the interest of party. If the council appoints, there is temptation on the part of its individual members to dictate policies to the school board and to influence it to elect such janitors and teachers as they may suggest. In other words, appointment by either the mayor or city council tends to entangle the schools in petty city and ward politics. Excerpt from School Administration and School Reports In accordance with the general purpose of the book, the first essay deals with the Meaning of Education. This essay endeavors to outline spe cifically, though in general terms, the necessary educational doctrine of a superintendent of public schools in a democratic society like ours, and it sug gests also in outline the different kinds of schools which the conception of education defined in the essay requires for its embodiment in practice. In other words, the first essay attempts to outline briefly educational Opportunity in relation to con temporary educational needs. The nature of the second essay is defined in its title, Some Principles of School Administration. This essay was originally read at the meeting of the Department of Superintendence of the National Education Association in 1913. It attempts to set forth in a brief, but it is hoped in a definite, way cer tain fundamental principles which every superin tendent who seeks to define his administrative policy needs to assimilate. The third essay deals with Town and City School Reports, More Particularly Superintendents' Re ports, and aims to achieve two distinct but related purposes; first, to show the unsatisfactory character of most school reports as they are; and second, to suggest definite ways of improving them. Much uncertainty undoubtedly exists in the minds of su perintendents concerning the aims, scope, and method of the reports which they are required to submit from time to time for the information of the school board, the teaching staff, and the public. This essay seeks to define these important elements of school reports, and the writer hopes that it will be found of service in the field which it covers. It was read at the meeting of Section L, in December, 1915 (chairman's address), and was printed in School and Society for January 29 and February 16, 1916. I have deemed it proper to give this brief but yet very imperfect survey of the past history and accomplishment of the cause of education in New York, in order that we may be sensibly and properly impressed with the importance of the work In which we are engaged, and with the magnitude of the trust to which we have, by the appointment of the Mayor of New York, succeeded. The change at this time wrought is not in the system of the schools, nor in their administration, nor in the course of instruction. Nothing is extended or diminished. The recent act establishes a connection between the administration of public instruction and the municipal government. The Department of Public Instruction is in name and in fact a branch and department of the city government. If instruction is the business of the State, this is as it should be. Excerpt from The City School District, Statutory Provisions for Organization and Fiscal Affairs The aim of this study is primarily descriptive. Its purpose is to describe the city school district as it is found, with respect to certain important features. Probably the study will be best understood when regarded as composed of two parts: the first part attempting (i) to point out the relation of the city school district to the city, (2) to determine its relation to the state, (3) to show the nature of the control the state exercises over it; the second part aiming to show the provisions the state has made for the city school district with reference to its organization and fiscal affairs. It will be seen that the task which has been set is not an easy one. The subject is not one which lends itself readily to logical treatment. The firs-t part can be treated adequately only when considered from the point of view of administrative law. But the aim of this study is practical, from the point of view of educational administration. A general understanding of the first part is, however, necessary to a full appreciation of the second part. The excuse for giving it here is that no student of administrative law has as yet presented it elsewhere. It is thought then pardonable that the practical aim be allowed to prevail even at the sacrifice of a possible full rounded develop ment of a logical theme. It follows, further, that the first part of this study is valuable here chiefly in so far as it contributes to a fuller understanding of the second part.
