With the advent of the National Education Goals formulated by President Bush and the nation's governors, there is a new, nationwide environment for America's schools. Goals and objectives set at this new level imply a desire for involvement in national monitoring of local efforts to assess student, school, and district performance. Concerned about school board response to the National Education Goals, the National School Boards Association and the U.S. Department of Education's Office of Educational Research and Improvement jointly sponsored a study group to examine why National Education Goals are being promulgated now, why they are important for local school boards, and what school boards can do to support the goals. The study group developed several general principles to apply to each goal. Essentially, the study group urges school boards to: (1) consider the National Education Goals a framework for discussing local educational improvement efforts; (2) recognize that the goals redefine board responsibilities to include advocacy for children and learning; (3) demonstrate the school board's leadership in deciding which community group has primary responsibility for achieving each goal; and (4) prepare to cooperate with community members to change the framework for strategic thinking about education. The study group also offers a framework for considering each goal at the local level and outlines ideal board responses to each of 21 objectives established for the goals. (MLH)

This publication, resulting from a survey of more than 2,000 school districts, focuses on school violence and ways to prevent it. Section 1 discusses both the problem of school violence and also the critical role that school boards must play in keeping schools safe. This section also includes information about how school boards can develop policies to combat school violence and information on how boards can obtain sample policies to use as models. Section 2 includes brief descriptions of the more than 700 violence prevention programs used by school districts. These prevention tips are organized into 30 categories (e.g., closed campus for lunch, dress code, gun-free school zones, metal detectors, staff development). Each tip includes: (1) a 15-40 word description of the specific program or activity, based on information provided by the school district; (2) whether the school district is located in an urban, suburban, or rural area; and (3) a contact person and telephone number, if one was provided. Section 3 includes basic information on the school districts that participated in the survey. Districts are listed alphabetically by state. Information in this section, all provided by the school districts, includes the school district name, mailing address, and other pertinent information such as district size and type. This book provides the most extensive examination of democratic control of American public schools. Beginning with a look at educational reforms from the Progressive era in the late 19th and early 20th centuries through the civil rights movement and ending with Pennsylvania's 2004 tax relief measure, Berkman and Plutzer explore what factors determine education spending levels in school districts, including the effects of public opinion, the nature of local political institutions, and the roles played by special interests. The authors show how board members are selected, how well the boards represent minorities, whether the public can bypass the board through referenda, and how the schools are financed. By providing an innovative statistical portrait of the nations' 10,000 school districts, they answer questions central to democtratic control of our schools: how responsive are school boards to their public and when? How powerful are such special interests such as teachers' unions and senior citizens? Among their findings are the correlation of race, age, and home owner status with support for increased funding, that African Americans are more supportive than other races of educational spending, and that senior citizens with longstanding ties to their communities support school budgets. Their statistical method combining public opinion data with Census data is important and innovative, but the hard-core statistics are presented in appendices to make the text accessible to a wider audience.
