Governing bodies have statutory responsibilities for many important functions within schools. As successive Education Acts have developed governors' roles and responsibilities, educational researchers and policy makers have shown a growing interest in them. In this paper, the authors examine the research literature to focus on the roles of school governing bodies, particularly their contribution to the raising of standards, and in ensuring a school's effectiveness and continuing improvement. The review starts with a brief outline of the legislative framework within which governing bodies operate, and the rationale for their existence. The more significant research studies into governance are considered, and the paper concludes with a discussion of the governing body's role in relation to school effectiveness and school improvement.

Greater freedoms for schools means they need to have more effective governing bodies. At the moment, the quality of governance in many schools is inadequate. Accordingly, the Committee recommends a series of measures to boost governors' performance. These include introducing professional clerks, whose status should be similar to a company secretary, and provide professional support. They also want to see greater training for governors - schools should be required to offer this to every new governor. Crucially, people from all walks of life to should be encouraged to contribute as school governors. The Government should review the current incentives for - and requirements on - businesses that release their staff for governor duties. Payment for governors is not necessary, but there may be a case to consider remuneration in some cases. The Department for Education should play its part by explaining what models of school governance are now possible under the new regulations. They need to show how new arrangements can improve the ability of governing bodies to deliver their vital role to provide effective school leadership. Academies already have more freedom in how they constitute their governing bodies and - although not all academy governance is excellent - the Government should actively seek to learn lessons from the best approaches developed under these flexibilities in order to demonstrate what works best in the interests of pupils. Ofsted's increased focus on school governance is also a welcome development.

This text is about governing schools - about how a body made up of "ordinary" people with no professional educational experience can make a postitive contribution to the management of schools. The core of the book lays out a strategic model of school governance and considers the three key roles of planning, monitering and evaluating. Practical examples and sample procedures which governing bodies can adapt are provided. The book also looks at: the accountability of govenors; their formal duties; how they should behave in schools; the crucial relationship between govenors, staff, headteachers, communities and local authority; and the issue of inspection.
