Safe Routes to School (SRTS) is a national and international movement to create safe, convenient, and fun opportunities for children to bicycle and walk to and from schools. The program has been designed to reverse the decline in children walking and bicycling to schools. Safe Routes to School can also play a critical role in reversing the alarming nationwide trend toward childhood obesity and inactivity. In 1969, approximately 50% of children walked or bicycled to school, with approximately 87% of children living within one mile of school walking or bicycling. Today, fewer than 15% of schoolchildren walk or bicycle to school. As a result, kids today are less active, less independent, and less healthy. As much as 10 to 14% of morning traffic can be generated by parents driving their children to schools, and traffic-related crashes are the top cause of death and major injury for children in the U.S. ages 1 to 17. Concerned by the long-term health and traffic consequences of this trend, in 2005, the U.S. Congress approved $612 million in funding for five years of state implementation of SRTS programs in all 50 states and the District of Columbia. Communities are using this funding to construct new bike lanes, pathways, and sidewalks, as well as to launch Safe Routes to School education, promotion and enforcement campaigns in K-8 schools. Safe Routes to School programs are built on collaborative partnerships among many stakeholders that include educators, parents, students, elected officials, engineers, city planners, business and community leaders, health officials, and bicycle and pedestrian advocates. The most successful SRTS programs incorporate the five E’s—evaluation, education, encouragement, engineering, and enforcement. The goal of Safe Routes to School is to get more children bicycling and walking to schools safely every day.

Safe Routes to School (SRTS) is a federal program designed to make it safer for more children to walk and bicycle to school. While Safe Routes to School is a relatively new program, all 50 states have funding to help schools and communities improve the environment for walking and bicycling. The program helps get children more physically active, and can help schools and communities struggling with safety, rising bus transportation costs, traffic challenges and a lack of connection between the school and the community. Children from low-income families are twice as likely to walk to school as children from higher-income families. And they face greater risks—children from low-income households have a higher risk of being injured or killed as pedestrians. So it is critical that as Safe Routes to School is implemented across the country that low-income schools and communities are able to access funds and implement Safe Routes to School programs.

Over the past few decades, a number of social and environmental changes have limited childrenâ€TMs access to safe places where they can walk, bike and play. As a result, children and adolescents are less physically active than they were a generation ago. For example, traffic dangers, neighborhoods that lack sidewalks and urban sprawl have contributed to a sharp decline in the number of students ages 5 to 18 who walk or bike to school, from 42 percent in 1969 to only 13 percent in 2001. This decrease in active transport to school coincided with an alarming increase in childhood obesity. During the past four decades the obesity rate for children ages 6 to 11 has more than quadrupled (from 4.2 to 17 percent), and the obesity rate for adolescents ages 12 to 19 has more than tripled (from 4.6 to 17.6 percent). Policies and practices that address environmental barriers to daily physical activity are critical to preventing obesity among children of all ages, and supporting active transport to school presents an excellent opportunity to increase daily physical activity among youth. Safe Routes to School (SRTS) is a federal program that creates safe, convenient and fun opportunities for children to bicycle and walk to and from their schools, and aims to help children be more physically active. SRTS focuses on increasing the number of children walking and bicycling to school and improving pedestrian and bicycle travel by building infrastructure such as sidewalks, crosswalks and bicycle lanes. The program also encourages changes in travel behavior, supports increased enforcement of traffic laws around schools and educates communities on the benefits and safety aspects of active transport. This brief summarizes research on active transport to school, physical activity levels and health outcomes. It also explores the factors that influence walking and biking to school, including the impact of SRTS programs.
