This volume explores the varieties of relationships formed between science and civil society, at both the conceptual and institutional levels, since the late seventeenth century. It brings together general historians and historians of science with different national perspectives to confront the various ways sin which science and civil society have shaped one another in different times and places. How, when, and why did science become intertwined in the network of voluntary associations, professional groups and other institutions we understand as comprising "civil society"? How has science affected the ideology of civil society and thus the legitimacy of political authority in historical contexts as different as late eighteenth-century America, mid nineteenth-century Germany, and early twentieth-century China? How have scientists made use of the ideological links between science and civil political discourse to further their own professional ends? In contrast to much recent writing on civil society, this volume does not aim at making normative pronouncements about the role of civil society in promoting democratic polities, nor does it attempt to weigh the role of science in democracy. Instead, the essays examine how the fruitful interplay of beliefs concerning science and civil society has worked to legitimize the institutional forms of civil society and naturalize its ideologies, while at the same time giving to science its overwhelmingly powerful role in public life.

This book suggests that our notions of civil society have undergone radical changes—including structural changes in the nature of Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs). Such massive structural changes greatly problematize the older liberal view of a simple split between state and civil society actors which nonetheless remains dominant in much of social and political sciences. The author argues that the naturalist and behaviorist approaches to civil society occlude the fact that citizens increasingly live within a particular and highly contestable way of imagining and constructing civil society. The book shows that changes in how civil society is conceptualized and organized around new practices, might mark radically new conceptions of the state that are ideologically neo-liberal and subtle in the ways they disempower ordinary citizens.

Do the politicians actually take decisions, or rather the experts do it in their place? In other words, it is a matter of understanding whether the political stakeholders/representatives simply approve the final stage of a decision procedure led by the experts they have delegated, since they lack cognitive skills or because the experts do not try enough to explicit potentials and risks involved. Here lays the possible loss of democratic legitimacy in the decision-making process. This brings into question the responsibility of a ruling class to which the political representatives and secondarily the experts belong. This book analyses the interplay of these different actors in the political relations among States since the 1960s: this interaction capability becomes a key factor for the international accountability of a country, and above all for the democratic reliability of its decision-making process. Then we have to consider the role of the organized civil society. In that way, expertise provides the basis for the mediation among the States, and then expertise goes for the legitimacy of power practices in all parties engaged, and in the decision-making process inside the democratic arenas.
