'Turkey's Water Diplomacy' delineates the institutional and legal foundations of transboundary water policy-making in Turkey, paying special attention to the evolution of transboundary water politics in the Euphrates-Tigris river basin. The book also analyses how Turkey's harmonization with the European Union has impacted the transboundary water policy discourses and practices, and how these changes have been reflected in its relations with its Middle Eastern neighbours. Turkey was one of the three countries that rejected the UN Watercourses Convention in 1997. Yet, since the voting of the convention there have been changes in Turkey's stance vis-à- vis international water law, which the book studies. Turkey's water diplomacy embodies complex water management problems, which can be best understood as a product of competition, feedback and interconnection among natural and societal variables in a political context. Hence, the book adopts the Water Diplomacy Framework with its key elements in making policy-relevant recommendations specifically for Turkey's water diplomacy.

This volume assesses the nexus of gender and transboundary water governance, containing empirical case studies, discourse analyses, practitioners’ accounts, and theoretical reflections. Transboundary water governance exists at the intersection of two highly masculinised fields: diplomacy and water resources management. In both fields, positions are mainly held by men, and core ideas, norms, and guiding principles that are presented as neutral, are both shaped by men and based on male experiences. This book sheds light on the often hidden gender dynamics of water conflict and cooperation at the transboundary level and on the implicit assumptions that guide research and policies. Water Security in the Middle East explores the extent and nature of water security problems in transboundary water systems in the Middle East. This collection of essays discusses the political and scientific contexts and the limitations of cooperation in water security. The contributors argue that while conflicts over transboundary water systems in the Middle East do occur, they tend not to be violent nor have they ever been the primary cause of a war in this region. The authors place water disputes in larger political, historical and scientific contexts and discuss how the humanities and social sciences could contribute more towards this understanding. They also contend that international sharing of scientific and technological advances can significantly increase access to water and improve water quality. While scientific advances can and should increase adaptability to changing environmental conditions, especially climate change, national institutional reform and the strengthening of joint commissions are vital. The contributors indicate ways in which transboundary cooperation may move from simple and intermittent coordination to sophisticated, adaptive and equitable modes of water management.

Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases – including bilateral water treaties and their development and formation process and aftermath – are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.
