Japan's contemporary struggle with low fertility rates is a well-known issue, as are the country's efforts to bolster their population in order to address attendant socioeconomic challenges. However, though this anxiety about and discourse around population is thought of as relatively recent phenomenon, government and medical intervention in reproduction and fertility are hardly new in Japan. The "population problem (jinko mondai)" became a buzzword in the country over a century ago, in the 1910s, with a growing call among Japanese social scientists and social reformers to solve what were seen as existential demographic issues. In this book, Sujin Lee traces the trajectory of population discourses in interwar and wartime Japan, and positions them as critical sites where competing visions of modernity came into tension. Lee destabilizes the essentialized notions of motherhood and population by dissecting gender norms, modern knowledge, and government practices, each of which played a crucial role in valorizing, regulating, and mobilizing women's maternal bodies and responsibilities in the name of population governance. Bringing a feminist perspective and Foucauldian theory to bear on the history of Japan's wartime scientific fascism, Lee shows how anxieties over demographics have undergirded justifications for ethnonationalism and racism, colonialism and imperialism, and gender segregation for much of Japan's modern history.

This cutting edge collection examines Japan’s population issue, exploring how declining demographic trends are affecting Japan’s social structure, specifically in the context of Greater Tokyo, life infrastructure, public finance and the economy. Considering the failures of past Japanese policies from the perspective of population, national land, and politics, it argues that the inability of past administrations to develop a long-term and comprehensive policy has exacerbated the population crisis. This book integrates the economics of aging and insight based on political economy and explores generational conflict in the context of governmental spending. This problem is general, as the Covid-19 pandemic has highlighted: lockdowns protect the elderly, but hurt the young. Policies to address global warming impose taxes on the elderly, but would bring benefits largely in the future. This book addresses intergenerational problems by placing its focus on budget allocation, taxation, and regulation. By using Japanese and US data, the authors conduct statistical analysis of whether regions with aging populations may adopt policies that generate benefits during a short period of time instead of policies that could benefit current young generations for an extended period of time. If the policy preferences of voters depend on their age, and if policy adoption by a government reflects public opinion, the change in demographic composition in a region may affect governmental policies. In an aged society, the elderly are pivotal voters. Budgets may be reallocated from policies favored by younger generations, such as education, to policies the elderly prefer, such as welfare programs. This generates an intergenerational externality problem: voters with short life expectancy do not take into consideration long-term benefits. Moreover, the current tax bases may be replaced by other tax bases that do not harm the elderly. The results reported in the book largely support these hypotheses. Evidence also shows that the gender and racial composition and institutional factors, including the extent of fiscal decentralization, are important in anticipating effects of population aging in other countries.

This book provides an insightful sociological study of the declining Japanese population, using statistical analysis to establish the significance of municipal power using demographic data on national, regional, prefectural and municipal levels. Penned by one of Japan's eminent sociologists, it provides a quantitative characterization of population decline in Japan with a focus on regional variation, and identifies the principal explanatory factors through GPI statistical software tools such as G-census and EvaCva, within a historical perspective. Furthermore, it offers a qualitative assessment of what constitutes ‘municipal power’ as this relates to regional/local revitalization as a means of addressing municipal population decline. Using Goki-Shichido as a theoretical framework, this book pays special attention to municipal variations within the same prefecture, presenting a completely unique approach. In combining these two dimensions of analyses, the book successfully reveals the impact of municipal power and socio-cultural identity of social capital in the region, from both quantitative and qualitative perspectives at the municipal level.
