This volume features the proceedings of the NATO AR Workshop held in Kishinev, the capital of Moldova, a fom1er Soviet Republic in the South Eastern Europe. OUiing 3 working days 26 reports were presented, 8 of them by, or in collaboration with, speakers from Kishinev. The reports arc presented in the order they were given at the Workshop. As the topic was rather wide-ranged, all the sittings were plenmy. The opening communication was made by the Mayor of Kishinev S. Urckian, who was the Chainnan of the Organizing Committee. It was followed by other reports of general orientation. The second half of the first day was devoted to the research results and problems of the Academy of Sciences of Moldova. On the second day the Workshop was hosted by the Technical University of Moldova. At the beginning, the ceremonial sitting of its Scientific Council took place, at which two scientists were made doctors Honoris Causa of that University: Prof. K. Frolov from Russia and Prof. G.Parissakis from Greece. Then the plenary sessions continued. The round-table talk, held in the second half of the last day, appeared to be very fruitful. A relaxed and friendly atmosphere of it was appropriate for establishing closer contacts and discussing problems of mutual interest for scientists, ingineers, managerial heads and officers and businessmen.

Among the many technological and legal efforts being made to restore our environment, electrostatic technologies may well hold the solution to the cleaning of air, water and soil. Such technologies include non-thermal plasma processing - electron beam irradiation, electrical discharge, hybrid plasma systems. The book also contains descriptions of the industrial implementation of the technology for NOx and SO2 removal using accelerated electrons. This technique has been implemented in three plants, built in China, Poland and Japan. Water pollution can be controlled and reduced by the use of ozone and UV irradiation. Soil pollution can be reduced by electrical methods and by using electrostatics to spray agricultural pesticides. Further articles cover the future of EHD systems in environmental protection, new aspects of ESD research, and industrial waste recycling technologies.

This report was jointly launched by the National Academy of Economic Strategy of the Chinese Academy of Social Sciences and UN-HABITAT. The report measures the development pattern of global urban competitiveness as a whole, and the gap between the relevant parties and the ideal state. It has refreshed people's past perceptions of urban rankings and confirmed that the science and technology innovation center cities and central cities of emerging economies have begun to break the inherent global cities and they have entered the ranks of the most urban competitiveness.While paying attention to the comparison of competitiveness among cities, this report further promotes the perspective to the pattern and trend change of global economic and social development from the perspective of city. The followings are new findings: First, information technology has increasingly become the primary driving force for urban development; Second, it is the three meridians that divide the global urban population and economic differentiation; Third, the soft links between cities gradually dominate the global urban system; Fourth, the formation of new global cities is beginning.
