The overthrow of Saddam Hussein in 2003 in Iraq opened the door for Kurdish nationalists to move toward outright independence. Despite the recent visibility of the Kurds in the international media, little is known about their political aspirations as citizens of an autonomous region. In Secession and Conflict Zheger Hassan employs a comparative analysis to explore why Iraqi Kurdistan, despite being better positioned institutionally and economically than the similar cases of South Sudan and Kosovo, has not declared independence. In rebuilding Iraq and fighting against the Islamic State, the Kurds have cultivated important political alliances with the US and Europe, which have garnered them international economic, military, and political support. Though now well-positioned to function as an independent state, Iraqi Kurdistan has vacillated in seizing this golden opportunity to declare independence. The apparent Kurdish willingness to forgo independence runs counter to the prevailing narratives about the Kurds in the Middle East. Hassan draws not only on the history of the Kurds but also on first-hand interviews with high-ranking officials, journalists, and nationalists to provide a new window into the calculations of Kurdish leaders as they navigate the complicated politics of Iraq. Secession and Conflict offers a new model for understanding the Kurdish question in Iraq.

This book focuses on Indonesia and investigates why competition between various identity-affiliated groups to claim a new province increases conflict severity. It includes a quantitative study, along with complementary case studies of provinces in Indonesia, which provide evidence that group fragmentation plays a role in determining conflict during a new province’s struggle. Against the background of the Indonesian government’s territorial autonomy (TA) strategy, regional proliferation, or pemekaran, the author examines the long-term decentralization project in Indonesia, which has an ethnically and religiously divided population. The book provides answers to the questions of how the new province claim increases conflict in the supporting districts and how competition among diverse elites in districts pursuing a new province precipitate conflict within the region. Based on extensive field research, the four case studies of districts with varying degrees of conflict reveal that the campaign for a new province proliferation increases the probability of conflict at the district level and conflict can escalate during the initiation of a new province stage. The author argues that more provinces may be necessary to ensure the fair distribution of wealth that would enable the whole population to enjoy a similar quality of life and that the Indonesian government needs to wisely and strategically uphold its unity if a federal arrangement is not an option. Offering a novel contribution to the study of the relationship between territorial change and conflict in Indonesia, this book will be of interest to academics studying Indonesian politics, Southeast Asian politics, as well as identity and ethnic politics.

In this volume the contributors focus on the issues of the legality or otherwise of the aspiration to secede in defined situations, as well as the appropriate means by which secessionist aims may be pursued or resisted. To dispel resentment, all cases must be judged by the same criteria, while variations in treatment due to factual differences have to be on the basis of clear distinctions made on equitable grounds. Even if not uniformly enforceable, they must be universally applicable. What should be those criteria? At present there is only partial consensus on the issues. Consequently, the Consortium on International Dispute Resolution (CIDIR) initiated a series of regional conferences on the subject of Secession and International Law, in collaboration with a number of the most prestigious institutes of international law and international relations on four continents. The contents of this volume are based on the results of those conferences.
