This book examines secessionist terrorism in a comparative context across Europe and Eurasia. The volume seeks to uncover comparative linkages between terrorism and secessionism; specifically examining terrorist organizations that also have a political goal of independence. The book provides a detailed historically-based analysis of the origin, evolution and potential resolution of the civil conflict in Sri Lanka over the struggle to establish a separate state in its Northern and Eastern provinces. This conflict between the Sri Lankan government and the secessionist LTTE (Liberation Tigers of Tamil Eelam) is one of the world’s most intractable contemporary armed struggles. The internationally banned LTTE is considered the prototype of modern terrorism. It is known to have introduced suicide bombing to the world, and recently became the first terrorist organization ever to acquire an air force. The ‘iron law of ethnicity’ – the assumption that cultural difference inevitably leads to conflict – has been reinforced by the 9/11 attacks and conflicts like the one in Sri Lanka. However, the connections among ethnic difference, conflict, and terrorism are not automatic. This book broadens the discourse on the separatist conflict in Sri Lanka by moving beyond the familiar bipolar Sinhala versus Tamil ethnic antagonism to show how the form and content of ethnicity are shaped by historical social forces. Croatian Radical Separatism and Diaspora Terrorism During the Cold War examines one of the most active but least remembered groups of terrorists of the Cold War: radical anti-Yugoslav Croatian separatists. Operating in countries as widely dispersed as Sweden, Australia, Argentina, West Germany, and the United States, Croatian extremists were responsible for scores of bombings, numerous attempted and successful assassinations, two guerilla incursions into socialist Yugoslavia, and two airplane hijackings during the height of the Cold War. In Australia alone, Croatian separatists carried out no less than sixty-five significant acts of violence in one ten-year period. Diaspora Croats developed one of the most far-reaching terrorist networks of the Cold War and, in total, committed on average one act of terror every five weeks worldwide between 1962 and 1980. Tokić focuses on the social and political factors that radicalized certain segments of the Croatian diaspora population during the Cold War and the conditions that led them to embrace terrorism as an acceptable form of political expression. At its core, this book is concerned with the discourses and practices of radicalization—the ways in which both individuals and groups who engage in terrorism construct a particular image of the world to justify their actions. The Southern Philippines secessionist movement has developed once again into a major security concern of the Republic of the Philippines. The hostilities have taken a heavy toll on the nation's human and physical resources and hurt to the nation's economy. Likewise, the rebellion has afflicted both regional and global security because of the reported linkages of the Moro Islamic Liberation Front and the Abu Sayyaf with the Islamic militant groups. The United States has already directly intervened in the Philippine counter- terrorism campaign by providing military assistance and deploying American combat troops in Mindanao and the Sulu archipelago. Peace remains elusive. Various administrations have used combinations of military, political, diplomatic and socio-economic instruments to resolve the conflict but the violence persists. The presidential regime of Fidel Ramos appeared to have achieved a breakthrough in finding a lasting solution by assiduously instituting the policies of decentralization and regional autonomy. Although the government has settled the dispute with the MNLF, other equally dangerous groups, the Moro Islamic Liberation Front (MILF) and the Abu Sayyaf have emerged espousing independence from the Republic of the Philippines. This thesis will analyze the issues and prospects surrounding the Muslim secessionist movements in the Philippines and will examine the responses to resolve the grievances of the Muslim Filipinos.
