This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.

Once the pride of interwar Czechoslovakia, and key during the forced industrialization of the Stalinist period, during the 1970s and 1980s the Czechoslovak railway sector showed the symptoms of the political tiredness and economic exhaustion of the Soviet Bloc. This book examines the failure of central economic planning through the lens of this national transport system. Based on the presentation of its history and on the detailed scrutiny of the actors, institutions, internal mechanisms, and conditions of the railway sector, the analysis reveals the identities of the real stakeholders in the state administration. This case shows how the country was governed by Communist Party institutions and government ministries, and how developments in the transportation sector—like in every sector—reflected their priorities. Numerous tables with selected statistics underscore the economic analysis and black and white photos offer a glimpse on the technical base of the railway sector. The book is filled with enlightening comparisons of the Czechoslovak transportation industry with its counterparts in the whole Eastern Bloc. Integration into the Council for Mutual Economic Assistance (Comecon) of the Bloc could have been an asset, yet the records have more to say about conflicts than cooperation.

The research project of which the present study is the end result was initiated in late 1970, while I was affiliated with the Economisch Instituut voor de Bouwnijverheid (Economic Institute for the Construction Indus try), Amsterdam, the Netherlands. This institution, in association with the Urban Development Authority, Kuala Lumpur, Malaysia, also suppor ted fieldwork in Malaysia from early 1973 to spring 1975. This resulted in a report to the Malaysian government (Wegelin, 1975), which forms the basis of the present study. Improvement and extension of the earlier report to mould the study in its present shape has been made possible by the financial support of the Stichting Wetenschappelijk Onderwijs in Econo mische en Sociale Aspecten van Bouwproductie en Bouwnijverheid (Foun dation for University Education in Economic and Social Aspects of Construction), Amsterdam, the Netherlands. The support of the above institutions is gratefully acknowledged. The study owes much to the pioneering work on low-income housing in developing countries bij Charles Abrams and has further been stimul ated particularly by the contributions of Leland S. Bums and John F.C. Turner in this field. The recent development of comprehensive cost benefit appraisal methods for industrial projects in developing countries by Professor I.M.D. Little and J.A. Mirrlees (OECD) and A.K. Sen, P. Dasgupta and S.A. Marglin (UNIDO) provided a challenge to apply similar methods in the area of low-income housing.

Written by Sultan Nazrin Shah - the author of the highly acclaimed works Charting the Economy and Striving for Inclusive Development - this book is a pioneering study of the many economic and social changes in the natural resource-rich Malaysian state of Perak over the last two centuries. When globalization first took hold and international trade networks broadened and deepened in the first half of the 19th century, and a new capitalist world order emerged in the second, Perak was a key player. Its tin was in high demand in Western industrializing countries and foreign capital, labour, and technology propelled it forward. By 1900, Perak accounted for almost half of Malaya's tin output and a staggering quarter of world output, with its prosperity making it the Malay peninsula's commercial hub. Likewise, during the global rubber boom that began in the early 20th century as cars were mass produced for the first time, Perak was the largest rubber-producing state in the peninsula. This book brings together a range of key sub-themes - economic geography, the institutional legacy of colonialism, increasing federal government centralization, forces of economic agglomeration, and human migration - which drove Perak's fortunes in sometimes dramatic economic cycles and ultimately led to the collapse of its tin and rubber industries and the migration of many of its young and skilled. The book concludes by looking forward, analysing Perak's characteristics, and extrapolating lessons from formerly wealthy industrial centres originally blessed with natural resources but subsequently left behind by new waves of globalization, such as Cornwall and Sheffield in the United Kingdom, and Pittsburgh and Scranton in the United States.
