The inadequacy of existing political processes for global problem solving goes a long way toward explaining the fitful, tactical, and short-term responses to trans-boundary challenges that require sustained, strategic, and longer-run global perspectives and action. For all its warts, the point of departure for this work is the need to renovate the "United Nations"--which includes the First UN of member states, the Second UN of international civil servants, and the Third UN of nongovernmental organizations (NGOs), external experts, scholars, consultants, the private sector, and committed citizens. A substantial historical precedent with real-world traction for a revamped second generation or the next generation of intergovernmental organization is the founding of the UN system during World War II. This largely unknown or forgotten story is not on the radar screens of contemporary decision-makers and policy analysts or even of most scholars of international relations and law. Each chapter will focus on a distinctive issue that was central not only to wartime planning about a potential post-war world order but also remains so today. While much research has emphasized the ambitious origins of the collective security system that was still born with the onset of the Cold War, this project focuses on lesser-known illustrations whose pertinence for contemporary global governance will be obvious. Each chapter will take three snapshots: "Then," the imaginative and transnational thinking about solutions to post-war problems demonstrated a realization that victory in World War II required an intergovernmental "system" with enough power and competence to work--that is, the United Nations was not established as a liberal plaything and public relations ploy but rather as a vital necessity for post-war order and prosperity. "Now," what often seems a pale imitation of wartime thinking nonetheless reflects a growing and widespread recognition of the fundamental disconnect between the nature of trans-boundary problems and feasible solutions involving 193 UN member states. "Next steps," or the project's collective wisdom about the range of new thinking and new institutions that, in fact, may well have antecedents in wartime thinking and experimentation and could be labelled blue-prints for a "third generation" of intergovernmental organizations. This work will be essential reading for all students and scholars of the United Nations, International Organizations and Global Governance.

The United Nations faced unprecedented opportunities and heightened expectations when the Cold War ended in 1990. By the time of the UN's fiftieth anniversary in 1995, the mood had shifted. Peacekeepers were bogged down in Bosnia and Somalia. Iraq continued to test the UN's resolve to enforce arms control inspections. In much of the world, the gap between haves and have-nots was increasing. Everyone agreed that UN reform was needed, yet the political will to effect change was absent. With unmet challenges throughout the world, the limits to UN power and effectiveness were being realized. From regional conflicts to areas of environmental degradation and human rights abuses, the UN's success depends more than ever on the way in which three dilemmas are resolved–the tensions between sovereignty and the reality of its erosion, between demands for global governance and the weakness of UN institutions (as well as the reluctance of states to commit), and between the need for leadership and the diffusion of power. The United Nations peacekeeping has evolved as a practical measure for preserving international peace and security. Recent peacekeeping has two important features: the use of force which arguably exceeds self-defence on the one hand, and multifunctional operations on the other. The Security Council has started considering a wide range of factors including serious human rights violations as threats to international peace and security. Recognising the UN's principle to seek peaceful settlement which underlies the legality of peacekeeping, this research focuses on the human rights functions of multifunctional peacekeeping operations. The children of immigrants account for the fastest growing segment of the U.S. population under eighteen years old—one out of every five children in the United States. Will this generation of immigrant children follow the path of earlier waves of immigrants and gradually assimilate into mainstream American life, or does the global nature of the contemporary world mean that the trajectory of today's immigrants will be fundamentally different? Rather than severing their ties to their home countries, many immigrants today sustain economic, political, and religious ties to their homelands, even as they work, vote, and pray in the countries that receive them. The Changing Face of Home is the first book to examine the extent to which the children of immigrants engage in such transnational practices. Because most second generation immigrants are still young, there is much debate among immigration scholars about the extent to which these children will engage in transnational practices in the future. While the contributors to this volume find some evidence of transnationalism among the children of immigrants, they disagree over whether these activities will have any long-term effects. Part I of the volume explores how the practice and consequences of transnationalism vary among different groups. Contributors Philip Kasinitz, Mary Waters, and John Mollenkopf use findings from their large study of immigrant communities in New York City to show how both distance and politics play important roles in determining levels of transnational activity. For example, many Latin American and Caribbean immigrants are "circular migrants" spending much time in both their home countries and the United States, while Russian Jews and Chinese immigrants have far less contact of any kind with their homelands. In Part II, the contributors comment on these findings, offering suggestions for reconceptualizing the issue and bridging analytical differences. In her chapter, Nancy Foner makes valuable comparisons with past waves of immigrants as a way of understanding the conditions that may foster or mitigate transnationalism among today's immigrants. The final set of chapters examines how home and host country value systems shape how second generation immigrants construct their identities, and the economic, social, and political communities to which they ultimately express allegiance. The Changing Face of Home presents an important first round of research and dialogue on the activities and identities of the second generation vis-a-vis their ancestral homelands, and raises important questions for future research.
