Children born into the world on any given day arrive already equipped with a universal potential for acquiring language, any language(s) to which they are exposed and with which they interact. In the case of these same children, within 2-3 years, this potential will have transformed itself into over 5000 different languages being spoken. This suggests that a life lived monolingually misses out on something that is essentially human. Yet, as a result of global and other forces, many of the 5000 or more languages are heading for extinction. Many of them are the first languages of their speakers who, as Professor Lo Bianco confirms, are often relatively few in number. The world's multilingualism is further compromised by serious attrition from the learning provision of additional languages in the educational system. In Section 1 of his review Lo Bianco shows how the odds are stacked against the successful teaching of additional languages in an English-dominated world. He vividly illustrates the many differences between most contexts for a child's successful acquisition of their first language in the home and local community and their often much less successful acquisition of an additional language in a more formal educational setting.

This book introduces a framework for examining bilingual identity and presents the cases of seven individual children from a study of young students’ bilingual identities in an Australian primary school. The new Bilingual Identity Negotiation Framework brings together three elements that influence bilingual identity development – sociocultural connection, investment and interaction. The cases comprise individual stories about seven young, bilingual students and are complemented by some more general investigations of bilingual identity from a whole class of students at the school. The framework is explained and supported using the students’ stories and offers readers a new concept for examining and thinking about bilingual identity. This book builds upon past and current theories of identity and bilingualism and expands on these to identify three interlinking elements within bilingual identity. The book highlights the need for greater dialogue between different sectors of research and education relating to languages and bilingualism. It adds to the increasing call for collaborative work from the different fields interested in language learning and teaching such as TESOL, bilingualism, and language education. Through the development of the framework and the students’ stories in this study, this book shows how multilingual children in one school in Australia developed their identities in association with their home and school languages. This provides readers with a model for examining bilingual identity in their own contexts, or a theoretical construct to consider in their thinking on bilingualism, language and identity.

Speaking more than one language is a valuable asset for young Australians in a globally connected world. Close to 100 per cent of students exit schooling with a second language in many high-performing education systems. In Australia, only 11 per cent of senior secondary students choose to study a language in addition to English. Languages have by far the lowest enrolments of any learning area nationally. This has been the case for some 20 years. This report is part of the Australian Governmentâs efforts to revive the teaching of languages to ensure that at least 40 per cent of Year 12 students study a language in addition to English within a decade. Its purpose is to inform all Australian governments on practical, implementable ways to enable this. Recommendations from this research draw on: analysis of a policy and literature review; student, parent and principal surveys; publicly available Year 12 student data; a case study on Japanese language in the senior secondary years; and consultations with government and non-government education sectors, national education agencies, teacher and school leader professional associations, languages experts and complementary providers.
