Les abus du secret bancaire extensif exigent une redéfinition, une délimitation de ce régime et des modifications législatives concernant les sujets suivants: la définition restreinte du "client" de la banque, l'inopposabilité aux autorités judiciaires, la transparence financière de la vie politique, la prévention de la corruption, la saisie des dépôts bancaires, la restitution des fonds du failli, la remise du verso du chèque litigieux au tireur... L'ouvrage, fruit d'une double expérience d'universitaire et de praticien, s'adresse aux consultants intéressés par le droit bancaire. Mais il concerne également un public plus large de banquiers, d'universitaires et d'étudiants. L'étude ne se limite pas aux techniques juridiques, mais traite aussi de la philosophie du droit selon une approche socio-économique et géopolitique. Le secret bancaire au Liban, nécessaire mais insuffisant, ne présente plus, à lui seul, une garantie de confiance pour les citoyens et les investisseurs.
