El Quinto Informe de Evaluación del Grupo Intergubernamental de Expertos sobre Cambio Climático IPCC (2014), concluye que la temperatura del planeta está aumentando como resultado del incremento en la concentración de gases de efecto invernadero en la atmósfera. Los impactos del cambio climático afectarán la disponibilidad de recursos, la producción de alimentos, y en términos generales, el crecimiento económico. Las proyecciones indican que el aumento en los eventos climáticos severos como olas de calor, inundaciones, tormentas e incendios forestales serán los responsables de 700 000 muertes por año para el 2030, convirtiéndose en el mayor desafío que el mundo ha enfrentado. Teniendo en cuenta lo anterior, este libro analiza el problema global del cambio climático desde las perspectivas técnica y jurídica y busca contribuir a la formulación de políticas públicas e inspirar el desarrollo de proyectos e investigaciones que lleven a la construcción de una sociedad baja en carbono, a través del uso de las energías renovables no convencionales. Por una parte, presenta las razones del incremento en las emisiones de gases de efecto invernadero como una consecuencia directa de la cultura de producción y consumo insostenible y de la dependencia de los combustibles fósiles para el crecimiento económico. Seguido a esto, analiza ampliamente la transición energética hacia las fuentes renovables como una alternativa para enfrentar el cambio climático y cómo la matriz energética de Colombia podría diversificarse al incluir este tipo de fuentes. Finaliza presentando algunas fuentes del derecho como instrumentos jurídicos para enfrentar el reto del cambio climático, en donde se destaca la jurisprudencia de la Corte Constitucional y las recientes políticas y normativas sobre cambio climático que el país ha desarrollado como parte de su visión hacia el crecimiento verde y bajo en carbono.

A green economy is necessary if sustainable development is to be realised. However, as this report emphasizes, a green economy can also, if accompanied by the right policy mix, create more and better jobs, lift people out of poverty and promote social inclusion. In fact, the growth model of the past few decades has been inefficient, not only economically, but also from environmental, employment and social perspectives. It overuses natural resources, is environmentally unsustainable and has failed to meet the aspirations of a large proportion of society seeking productive, decent work and dignified lives. A new development model - one which puts people, fairness and the planet at the core of policy-making - is urgently needed, and is eminently achievable. More fundamentally, this report demonstrates that employment and social inclusion must be integral parts of any sustainable development strategy and must be included in policies that address climate change and ensure the preservation of the environment. In particular, the report assesses the sectoral, employment and income implications of the transition to a green economy. It highlights the necessary conditions, policy prescriptions and good practices required to ensure that the green economy is characterized by gains in job quality, reductions in poverty and improvements in social inclusion.

Greenhouse gas emissions by the livestock sector could be cut by as much as 30 percent through the wider use of existing best practices and technologies. FAO conducted a detailed analysis of GHG emissions at multiple stages of various livestock supply chains, including the production and transport of animal feed, on-farm energy use, emissions from animal digestion and manure decay, as well as the post-slaughter transport, refrigeration and packaging of animal products. This report represents the most comprehensive estimate made to-date of livestocks contribution to global warming as well as the sectors potential to help tackle the problem.
