Until the 1990s, secularism was understood largely as exclusion of religion from the public domain. Through a potent mix of authoritarianism, heterosexism, xenophobia, and ethnoracial nationalism, powerful illiberal Christian movements have upended liberal democracies in countries that were once seen as paradigms of secular governance. Ludger H. Viefhues-Bailey offers new insight into the foundations of these movements, demonstrating how they emerge from the contradictions at the intersection of secularism and democracy. No Separation examines recent conflicts that link national identity, religion, and sexuality: debates over Muslim veiling practices in Germany, same-sex marriage in France, and migration and abortion in the United States. In each case, illiberal Christianities portray popular sovereignty as threatened at the same time as they display an obsessive concern with the politics of sex and reproduction. Underlying these conflicts, No Separation shows, is the fundamental tension of democracy—who belongs to “the People.” Viefhues-Bailey argues that when secularism and democracy meet, cultural religions appear, seeking control over women’s bodies, national borders, and the racialized reproduction of the People in defense of the ideal of popular sovereignty. Connecting political theology, political philosophy, and the sociology of religion with gender and sexuality studies, No Separation is a deeply original analysis of the crisis of democracy and the limits of secularism. Polarization between political religionists and militant secularists on both sides of the Atlantic is on the rise. Critically engaging with traditional secularism and religious accommodationism, this collection introduces a constitutional secularism that robustly meets contemporary challenges. It identifies which connections between religion and the state are compatible with the liberal, republican, and democratic principles of constitutional democracy and assesses the success of their implementation in the birthplace of political secularism: the United States and Western Europe. In contrast with the progressive dilution of religions predicted by traditional liberal and Marxist approaches, religions remain important for many people, even in Europe, the most secularised continent. In the context of increasingly culturally diverse societies, this calls for a reinterpretation of the secular legacy of the Enlightenment and also for an updating of democratic institutions. This book focuses on a central question: are the classical secularist arrangements well equipped to tackle the challenge of fast-growing religious pluralism? Or should we move to new post-secular arrangements when dealing with pluralism in Europe? Offering an interdisciplinary approach that combines political theory and legal analysis, the authors tackle two interrelated facets of this controversial question. The most significant, public religious issue confronting America today is the relationship between Church and State. Secular opinion holds that the rise of religion in the public square is a threat to our democracy that must be resisted. American Religious Democracy argues that this position, although understandable, is misguided. American political life after the 2004 Presidential election is best understood as a religious democracy, though not of a fundamentalist variety. Religion and democracy can make tense bedfellows. Secular elites may view religious movements as conflict-prone and incapable of compromise, while religious actors may fear that anticlericalism will drive religion from public life. Yet such tensions are not inevitable: from Asia to Latin America, religious actors coexist with, and even help to preserve, democracy. In Faithful to Secularism, David T. Buckley argues that political institutions that encourage an active role for public religion are a key part in explaining this variation. He develops the concept of "benevolent secularism" to describe institutions that combine a basic division of religion and state with extensive room for participation of religious actors in public life. He traces the impact of benevolent secularism on religious and secular elites, both at critical junctures in state formation and as politics evolves over time. Buckley shows how religious and secular actors build credibility and shared norms over time, and explains how such coalitions can endure challenges from both religious revivals and periods of anticlericalism. Faithful to Secularism tests this institutional theory in Ireland, Senegal, and the Philippines, using a blend of archival, interview, and public opinion data. These case studies illustrate how even countries with an active religious majority can become and remain faithful to secularism.
