The technology component of the Dept. of Homeland Security's (DHS) Secure Border Initiative (SBI), referred to as SBInet, is to put observing systems along our nation's borders and provide Border Patrol command centers with the imagery and related tools and information needed in deciding whether to deploy agents. SBInet is being acquired and deployed in incremental blocks of capability, with the first block to cost about $1.3 billion. This report determined the extent to which DHS has: (1) defined the scope of its proposed SBInet solution; (2) developed a reliable schedule for this solution; (3) demonstrated the cost-effectiveness of this solution; and (4) acquired the solution using key management processes. In November 2005, the Dept. of Homeland Security announced the launch of the Secure Border Initiative (SBI), a multiyear, multibillion dollar program aimed at securing U.S. borders and reducing illegal immigration. The U.S. Custom and Border Protection's (CBP) SBI program is responsible for developing a comprehensive border protection system using technology, known as SBInet, and tactical infrastructure -- fencing, roads, and lighting. In November 2005, the Department of Homeland Security (DHS) established the Secure Border Initiative (SBI) program to secure U.S. borders and reduce illegal immigration. One element of SBI is SBInet, the program responsible for developing a comprehensive border protection system. By legislative mandate, DHS developed a fiscal year 2007 expenditure plan for SBInet to address nine legislative conditions, including a review by GAO. DHS submitted the plan to the Appropriations Committees on December 4, 2006. To address the mandate, GAO assessed the plan against federal guidelines and industry standards and interviewed appropriate DHS officials.

GAO was asked to testify on its draft report, which assesses DHS's efforts to (1) define the scope, timing, and life cycle management approach for planned SBInet capabilities and (2) manage SBInet requirements and testing activities. In preparing the draft report, GAO reviewed key program documentation, including guidance, plans, and requirements and testing documentation; interviewed program officials; analyzed a random probability sample of system requirements; and observed operations of the initial SBInet project.
