Critical security studies have emphasized that the identification of security threats paves the way for international and domestic interventions. Over the last three decades, statebuilding has developed into a powerful global practice of intervention in domestic affairs - not only with respect to failed states, but more broadly as a tool used in development cooperation and governance assistance. Statebuilding is increasingly framed as a policy which can enhance international, as well as domestic, security and peace, and yet historical and contemporary examples of statebuilding have often involved considerable violence. This volume draws on securitization studies to analyze the role of security in international and domestic statebuilding interventions. Individual case studies explore international statebuilding in Libya, Iraq, Kosovo, and Cameroon, discourses of intervention in the USA, and internal statebuilding in Turkey, Mexico, Tajikistan and South Sudan. These empirical investigations offer a compelling insight into the multiplicity, and global character, of security dynamics.

This book analyzes UN intervention discourses and practices in Iraq and develops a deconstructive approach to international interventions. Hitherto, most analyses of the conflict in Iraq in 2003 have established the UN’s role as path-dependent on the foreign policy of the US and the UK, and largely portrayed it as a mediator and fervent opponent of international intervention. Analyzing the UN Security Council and the later UN Assistance Mission for Iraq (UNAMI) from 2000 to 2010, this book undoes this path-dependency and puts the UN’s relationship with Iraq center-stage. It develops a deconstructive, critical approach that identifies subject construction and reflexivity as central processes of intervention practices and concludes that (non-)intervention is deeply connected to the stabilization of political identities and representations. Using extensive primary data, the book contributes a new perspective on international interventions. This book analyses international interventions in the education sector of conflict-affected countries in a world order shifting towards multipolarity. The work presents a genealogy of interventions in the education sector and unravels which agendas, among security, peace, humanitarianism and emergency, underpin such interventions. By using a comparative case study analysis across three regional expanses and, more specifically, three countries – Kosovo, Niger and Jordan – the book aims to contribute to reflections on the interaction between the national and the international. The research finds that an overarching stabilization imperative has informed international projects on education reform in the three respective countries. As the world is becoming increasingly multipolar and new threats are being framed as challenging and threatening the security of Western donors, local actors have more agency towards international templates of intervention. The book shows how contemporary processes of state- and nation-building in conflict-affected global peripheries are shaped by substantial forms of external intervention, in which practices of sovereignty and statehood are continuously supervised and negotiated. The author advocates for a re-adaptation of International Relations theoretical lenses, which goes beyond the methodological nationalism and disciplinary parochialism that has characterized much of the existing literature on state making/unmaking and international interventions in a globalized world.
