This open access book follows the idea that security policy must be based on strategic analysis. Defence policy and the role of the armed forces can subsequently be determined on the grounds of said analysis. More than ever, internal and external security, and developments both in the Netherlands and abroad are interconnected. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da'esh in Syria and Iraq, and terrorist threats reveal how events in many of the world's flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. This is illustrated by tensions between population groups and the clashes over the Gülen schools after the failed putsch in Turkey on 15 July 2016 and over the constitutional referendum in that country. How do we ensure that any additional funds are not divided amongst the branches of the armed forces without any sense of strategic direction? What should a future-proof security policy that plots the course of defence policy entail? What strategic analyses should lie behind the political choices that are made? This book answers these questions and offers a comprehensive framework addressing among other things human security, national security and flow security. Global Development and Human Security explores the possibility of connecting all countries to the global economy while defusing the social tensions and managing the security risks that can result from exposure to a turbulent international system. The complex intersection between security and development policies has not been adequately mapped or explored. Frail and failing states that lack sound market and security institutions are the weak links in an interconnected global system. Yet aid allocation principles discourage engagement with these "difficult partners," and the insular culture of development assistance hinders interaction with the security community. In a world beset by "problems without passport" (infectious diseases, environmental pollution, international crime, conflict spillovers, terrorism, etc.), a new paradigm should supplant the now obsolete development consensus. The authors took stock of current development practices through the prism of Sweden's Shared Responsibility bill, which addresses peace, security, opportunity, environmental conservation, human rights, and democracy. The resulting volume draws the implications of emerging threats to global peace and prosperity for development policy and practice. George I was honored to be asked to open the VI Conference of the Italian Chapter of the Association for Information Systems (ItAIS), held in Olbia, on the Costa Smeralda of Sardinia, Italy, in October 2009. Over 90 research papers were presented over two days, and over 120 people attended the conference. Each day, five par- lel sessions featured papers on diverse information systems topics. Session themes included Information and Knowledge Management; Organizational Change and Impact of ICT; IS Quality, Metrics and Impact; E-Justice and Ethics of Information Systems; Information Systems Development and Design Methodo- gies; E-Services in Public and Private Sectors; Innovation Transfer of IT Research Projects; the Strategic Role of Information Systems; Accounting Management and Information Systems; Human Computer Interaction; and Emerging Issues in a Globalized and Interconnected World. The majority of attendees were from Italy, which would be expected for a meeting of the Italian Chapter of AIS. However, as much as 30% of participants came from elsewhere, from other parts of Europe to be sure, but also from as far away as Nigeria, Mexico and Australia. That the conference was so decidedly international provides support for the 2009 con- rence theme, “Achieving Fusion in the Interconnected World. ” Amid lively d- cussion and intellectual exchanges, professional networks were extended well beyond the Costa Smeralda and new connections and friendships were made.
