The concept of security has undergone significant change in the past few decades. Traditionally thought of in terms of the state-centric, militarily focused, realist discourse, the concept of security has been broadened to include a greater number of potential threats and an increased number of relevant actors. Yet, despite the great changes in security scholarship, the vast majority of studies on North Korea continue to focus primarily on the country’s nuclear weapons program, its military, and other traditional security issues surrounding Pyongyang. While North Korea captures headlines with its aggressive behavior and growing nuclear arsenal, the ground-level threats to average, everyday North Koreans go largely unnoticed. This groundbreaking volume seeks to refocus research on North Korean security from the traditional to largely unexplored non-traditional security (NTS) issues. In the wake of political succession to Kim Jung Un, the issue of non-traditional security is increasingly important. From the lasting effects of the famine of the 1990s to continued food shortages and the growing marketization of North Korean society, the Pyongyang regime is facing diverse and unprecedented challenges. This book offers cutting-edge analyses of emerging North Korean NTS issues by the world’s leading specialists in the field. It looks at these issues and their effects at the local, regional, and international level, as well as examining the international community’s efforts to promote an NTS approach to North Korea. The North American Arctic addresses the emergence of a new security relationship within the North American North. It focuses on current and emerging security issues that confront the North American Arctic and that shape relationships between and with neighbouring states (Alaska in the US; Yukon, Northwest Territories and Nunavut in Canada; Greenland and Russia). Identifying the degree to which ‘domain awareness’ has redefined the traditional military focus, while a new human rights discourse undercuts traditional ways of managing sovereignty and territory, the volume’s contributors question normative security arrangements. Although security itself is not an obsolete concept, our understanding of what constitutes real human-centred security has become outdated. Did 9/11 revive a North American guns-butter trade-off? Established in the largest administrative overhaul since World War II, the Department of Homeland Security was charged with keeping the United States safe within a wider security community, but confronted the Washington Consensus-based Western Hemisphere free trade movement, beginning with the North American Free Trade Agreement (NAFTA) and extending to the Central American Free Trade Agreement (CAFTA) in 2003, to materialize a Free Trade Area of the Americas (FTAA) compact. Whether 9/11 restrictions impeded these trade-related thrusts or not, embracing neoliberalism permitted Canada and Mexico to pursue their own initiatives, such as proposing free-trade to the US—Canada in 1985, Mexico in 1990, but, as during the Cold War, security imperatives ultimately prevailed. This work investigates Canada's and Mexico's Department of Homeland Security responses through three bilateral studies of policy responses along comparative lines, case studies of security and intelligence apparatuses in each of the three countries, and a post-9/11 trilateral assessment. Ultimately, they raise a broader and more critical North American question: Will regional economic integration continue to be trumped by security considerations, as during the Cold War era, and thereby elevate second-best outcomes, or rise above the constraints to reassert the unquenchable post-Cold War thirst for unfettered markets replete with private enterprises, liberal policies, and full-fledged competitiveness?
