Space security is a complex assemblage of societal risks and benefits that result from space-based capabilities and is currently in a period of transformation as innovative processes are rapidly changing the underlying assumptions about stability in the space domain. New space-based technologies are emerging at an accelerating rate, and both established and emerging states are actively and openly pursuing weapons to negate other states' space capabilities. Many states have set up dedicated military space units in order to preemptively counter such threats. In addition, a number of major private companies with a transnational presence are also investing heavily in extraterrestrially-based technology. The Oxford Handbook of Space Security focuses on the interaction between space technology and international and national security processes from an international relations (IR) theory perspective. Over recent decades International Relations scholars have investigated norm dynamics processes at some length, with the ‘norm entrepreneur’ concept having become a common reference point in the literature. The focus on norm entrepreneurs has, however, resulted in a bias towards investigating the agents and processes of successful normative change. This book challenges this inherent bias by explicitly focusing on those who resist normative change - norm ‘antipreneurs’. The utility of the norm antipreneur concept is explored through a series of case studies encompassing a range of issue areas and contributed by a mix of well-known and emergent scholars of norm dynamics. In examining the complexity of norm resistance, particular attention is paid to the nature and intent of the actors involved in norm-contestation, the sites and processes of resistance, the strategies and tactics antipreneurs deploy to defend the values and interests they perceive to be threatened by the entrepreneurs, and whether it is the entrepreneurs or the antipreneurs who enjoy greater inherent advantages. A robust H-infinity control design methodology and its application to a Space Station Freedom (SSF) attitude and momentum control problem are presented. This approach incorporates nonlinear multi-parameter variations in the state-space formulation of H-infinity control theory. An application of this robust H-infinity control synthesis technique to the SSF control problem yields remarkable results in stability robustness with respect to moments of inertia variation of about 73 percent in one of the structured uncertainty directions. The performance and stability of this robust H-infinity controller for the SSF are compared to those of other controllers designed using a standard linear-quadratic-regulator synthesis technique. In this milestone work, prominent China film scholar Yingjin Zhang proposes "polylocality" as a new conceptual framework for investigating the shifting spaces of contemporary Chinese cinema in the age of globalization. Questioning the national cinema paradigm, Zhang calls for comparative studies of underdeveloped areas beyond the imperative of transnationalism. "Historically, strategic restraint was the dominant approach among nations active in outer space, all of whom understood that continued access to and use of space required holding back on threats or activities which might jeopardize the status quo of peace in space. However, recently there has been a discernible shift in international rhetoric towards a more offensive approach to defense in space. The U.S. move towards establishing a "Space Force" has been echoed by similar announcements in France and Japan. India launched an anti-satellite weapon test and announced proudly that it thereby joined the elite group of China, Russia and the U.S., who have all demonstrated this capability in the past. And as technologies in space advance, along with our terrestrial dependence on space-based systems for our peaceful civilian lives and for support of terrestrial warfare, the political stability of this vulnerable environment comes under threat. These factors, combined with a lack of transparency about actual capabilities and intentions on the part of all major players in space, creates a cyclical escalation which has led some commentators to describe this as a return to a Cold War-type arms race, and to the foreseeability of a space-based conflict. Due to many unique characteristics of the space domain, an armed conflict in space would be catastrophic for all players, including neutral States, commercial actors, and international civil society.
