This book examines phenomenal conservatism, one of the most influential and promising internalist conceptions of non-inferential justification debated in current epistemology and philosophy of mind. It also explores the significance of the findings of this examination for the general debate on epistemic justification. According to phenomenal conservatism, non-inferential justification rests on seemings or appearances, conceived of as experiences provided with propositional content. Phenomenal conservatism states that if it appears to S that P, in the absence of defeaters, S thereby has some justification for believing that P. This view provides the basis for foundationalism and many ordinary epistemic practices. This book sheds new light on phenomenal conservatism by assessing objections to it and examining epistemological merits and advantages attributed to it. In a nutshell, phenomenal conservatism is actually compatible with Bayesian reasoning, and it is unaffected by bootstrapping problems and challenges that appeal to the cognitive penetrability of perception. Nevertheless, appearance-based justification proves unstable or elusive and its anti-septical bite is more limited than expected. These difficulties could be surmounted if phenomenal conservatism were integrated with a theory of inferential justification. The book appeals to scholars and postgraduates in the field of epistemology and philosophy of mind who are interested in the rational roles of appearances.

You believe that there is a book (or a computer screen) in front of you because it seems visually that way. I believe that I ate cereal for breakfast because I seem to remember eating it for breakfast. And we believe that torturing for fun is morally wrong and that 2+2=4 because those claims seem intuitively obvious. In each of these cases, it is natural to think that our beliefs are not only based on a seeming, but also that they are justifiably based on these seemings-at least assuming there is no relevant counterevidence. These considerations have prompted many to endorse some version of dogmatism or phenomenal conservatism. These views hold that, in the absence of defeaters, a seeming that P provides justification to believe P. The main difference is that dogmatism is restricted to some domain, often perception, and phenomenal conservatism is intended to apply to all seemings. Critics worry that such views run into problems with traditional Bayesianism and that they are too permissive, in part because of their implications regarding cognitive penetration. The primary aim of this book is to understand how seemings relate to justification and whether some version of dogmatism or phenomenal conservatism can be sustained. Phenomenal Conservatism (the view that an appearance that things are a particular way gives one prima facie justification for believing that they are that way) is a promising, and popular, internalist theory of epistemic justification. Despite its popularity, it faces numerous objections and challenges. For instance, epistemologists have argued that Phenomenal Conservatism is incompatible with Bayesianism, is afflicted by bootstrapping and cognitive penetration problems, does not guarantee that epistemic justification is a stable property, does not provide an account of defeat, and is not a complete theory of epistemic justification. This book shows that Phenomenal Conservatism is immune to some of these problems, but not all. Accordingly, it explores the prospects of integrating Phenomenal Conservatism with Explanationism (the view that epistemic justification is a matter of explanatory relations between one's evidence and propositions supported by that evidence). The resulting theory, Phenomenal Explanationism, has advantages over Phenomenal Conservatism and Explanationism taken on their own. Phenomenal Explanationism is a highly unified, comprehensive internalist theory of epistemic justification that delivers on the promises of Phenomenal Conservatism while avoiding its pitfalls.

Richard Swinburne offers an original treatment of a question at the heart of epistemology: what makes a belief a rational one, or one which the believer is justified in holding? He maps the various totally different and purportedly rival accounts that philosophers give of epistemic justification ('internalist' and 'externalist'), and argues that they are really accounts of different concepts. He distinguishes (as most epistemologists do not) between synchronic justification (justification at a time) and diachronic justification (synchronic justification resulting from adequate investigation) — both internalist and externalist. He argus that most kinds of justification are worth having because (for different reasons) indicative of truth. However, it is only justification of intermalist kinds that can guide a believer's actions. Swinburne goes on to show the usefulness of the probability calculus in elucidating how empirical evidence makes beliefs probably true: every proposition has an intrinsic probability (an a priori probability independent of empirical evidence) which may be increased or decreased by empirical evidence. This innovative and challenging book will refresh epistemology and rewrite its agenda.
