A cada dia que passa cresce a dificuldade de resolução dos atuais problemas sociais. Da mesma forma que a nossa sociedade se tornou mais complexa devido ao avanço tecnológico constante, as ciências também evoluíram. Problemas, que antes eram estudados e resolvidos simplesmente com a aplicação dos princípios, métodos e valores das ciências tradicionais, não são mais facilmente aplicáveis às situações modernas. Dentro desse contexto, podem e devem ser inseridos os problemas sociais que envolvem a ordem pública e, principalmente, o seu elemento segurança pública. Essas questões que tanto afligem a sociedade não podem mais ser estudadas unicamente através de ciências tradicionais, como as ciências jurídicas, as ciências sociais ou as ciências antropológicas. Torna-se necessária a aplicação concorrente de princípios e métodos específicos à sua resolução e, sendo assim, não há como deixar de mencionar a existência de um novo ramo de estudos, qual seja: o estudo das ciências policiais de segurança e ordem pública. O desenvolvimento da pesquisa sobre a ciência policial, dentro da Polícia Militar do Estado de São Paulo, tem sido conduzido, principalmente, pelo Centro de Altos Estudos de Segurança Coronel PM Nelson Freire Terra, responsável pelo desenvolvimento dos programas de Mestrado e Doutoramento em Ciências Policiais de Segurança e Ordem Pública, conforme determinado pela Lei Complementar Estadual nº 1.036, de 11 de janeiro de 2008, igualmente reconhecido pelo Conselho Nacional de Educação. Como fruto das pesquisas desenvolvidas durante o programa de Doutoramento I/20, os autores desta obra, todos oficiais da Polícia Militar dos estados de São Paulo, Maranhão ou Piauí, produziram suas teses e diversos artigos científicos a respeito de inúmeros problemas que envolvem o estudo da ordem pública. A compilação de parte desses trabalhos e a sua divulgação tornam-se um instrumento eficaz para incentivar a participação das demais instituições de ensino superior no desenvolvimento da pesquisa e busca da solução dos problemas modernos que afligem a sociedade brasileira.

Policing the Global South provides scholarship which further transnationalises and democratises ideas about policing practices and philosophies, highlighting renovations in approaches to policing studies, and injecting innovative perspectives into the study of policing from scholars positioned on the ‘periphery’. Criminological knowledge depolarisation underscores a conscious effort by scholars from the Global South to increase intellectual knowledge focused on developing context-specific responses to issues not aligned to Northern ideological positions and specific to the non-Northern context. Such shifts draw attention to the expanse of spaces beyond Northern centres rife with challenges unlike any specific to those experienced or conceptualised by scholars from the Global North with an applied Northern criminological lens. Applying a postcolonial lens to empirical knowledge from country-specific cases in former colonies in Africa, Asia, the Caribbean, the Pacific, and Latin America, this book examines how policing issues not aligned to Northern ideological positions and specific to non-Northern contexts are addressed. The primary purpose is to share innovations in the field of policing – service provision, threats to security, crime responses, justice and international trends – developed in postcolonial developing-country contexts. Given the aim of the book and the contributors’ own research on issues of policing across the globe, it discusses themes including but not limited to the colonial legacies and their impact on policing; how plural regulatory systems and partnerships are navigated by the police; the linkages between access to justice, community perceptions, and police legitimacy; innovations and challenges in organisational reform, crime prevention, and community partnerships; and the expanding roles of police organisations in the Global South. While each chapter presents a policing issue in a country within a specific part of the Global South, the book highlights how important it is to frame responses based on contextual realities informed by an awareness of the past and present, with a goal of informing the future. Despite extensive efforts to understand the overall effect of urban structure on the current patterns of urban mobility, we are still far from a consensual perspective on this complex matter. To help build agreement on the factors influencing travel behaviour, this book discusses the influence of alternative urban structures on sustainable mobility. Bringing together two existing and complementary methods to study the relationship between urban structure and mobility, the authors compare two case studies with distinct urban structures and travel behaviour (Copenhagen and Oporto). Of particular concern is the influence of urban structure factors, namely land use and transport system factors, and motivational factors related to the social, economic and cultural characteristics of the individual traveller. The research presented in this book highlights the relevance of centrality in travel behaviour and in more sustainable travel choices. Different operational forms of the centrality concept are revealed as important: it is shown that more sustainable travel can be influenced by several urban structure factors and that no particular combination is required as long as a certain level of centrality is provided. Finally, the book concludes that urban structure can, on the one hand, constrain and, on the other hand, influence travel choice.
