Contrary to popular belief--and despite the expulsion, emigration, or death of many German mathematicians--substantial mathematics was produced in Germany during 1933-1945. In this landmark social history of the mathematics community in Nazi Germany, Sanford Segal examines how the Nazi years affected the personal and academic lives of those German mathematicians who continued to work in Germany. The effects of the Nazi regime on the lives of mathematicians ranged from limitations on foreign contact to power struggles that rattled entire institutions, from changed work patterns to military draft, deportation, and death. Based on extensive archival research, Mathematicians under the Nazis shows how these mathematicians, variously motivated, reacted to the period's intense political pressures. It details the consequences of their actions on their colleagues and on the practice and organs of German mathematics, including its curricula, institutions, and journals. Throughout, Segal's focus is on the biographies of individuals, including mathematicians who resisted the injection of ideology into their profession, some who worked in concentration camps, and others (such as Ludwig Bieberbach) who used the "Aryanization" of their profession to further their own agendas. Some of the figures are no longer well known; others still tower over the field. All lived lives complicated by Nazi power. Presenting a wealth of previously unavailable information, this book is a large contribution to the history of mathematics--as well as a unique view of what it was like to live and work in Nazi Germany.

In an increasingly global community of researchers and practitioners, new technologies and communication means have made the transfer of policies from one country or region to another progressively more prevalent. There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. In any country where there is a Bill of Rights, constitutional rights reasoning is an important part of the legal process. As more and more countries adopt Human Rights legislation and accede to international human rights agreements, and as the European Union introduces its own Bill of Rights, judges struggle to implement these rights consistently and sometimes the reasoning behind them is lost. Examining the practice in other jurisdictions can be a valuable guide. Robert Alexy's classic work reconstructs the reasoning behind the jurisprudence of the German Basic Law and in doing so provides a theory of general application to all jurisdictions where judges wrestle with rights adjudication. In considering the features of constitutional rights reasoning, the author moves from the doctrine of proportionality, procedural rights and the structure and scope of constitutional rights, to general rights of liberty and equality and the problem of horizontal effect. A postscript written for the English edition considers critiques of the Theory since it first appeared in 1985, focusing in particular on the discretion left to legislatures and in an extended introduction the translator argues that the theory may be used to clarify the nature of legal reasoning in the context of rights under the British Constitution.
